He was known to be a man of


profound character.

He was described as a man of very


high principle, unending compassion
and great vision.

He was born on November 18, 1894, the eldest among
the nine children of Francisco Perez and Anacleta Lira.

Due to financial problem, he worked at a very young


age and helped his parents send his siblings -Juanita,
Petronila, Juanito, Fortunata, Alberto, Juliana, Cornelio,
and Eugenio to school.

He loved reading the books of Abraham
Lincoln and Dr. Jose Rizal.

 The two great men (Lincoln and Rizal) had


influenced Mayor Perez’ philosophy, social
consciousness and moral responsiveness.

According to Miss Belen Perez, one of


the God-given talents that his father was
able to develop while he was a church
leader was his eloquence in public
speaking as well as his wonderful singing
voice.

During his term as a Councilor, the


people of the Municipality of
Batangas called him as “Di-
Makabutas Silyang Konsehal”.

He was chosen by President Jose P. Laurel
to replace the incumbent mayor. President
Laurel saw in Roman Perez courage and
diligence which were qualities of a leader
especially in times of war.

As a layman of exemplary leadership,
a person with intellectual superiority
and possesion an unwavering faith in
God, he was elected as the Moderator
of the United Evangelical Church.

Mayor Perez kept on telling the


people to send their children to
school and to find ways and means
for their children to finish higher
education.

He organized livelihood projects


like “Kumersyon ng Bao” and
Neighborhood Association.

He convinced the Japanese to open


Batangas Boys High School and St.
Bridget College for girls and for all
religious sectors.

He was married to Manuela Villena


with whom he had five children
namely: Virginia, Ernesto, Trinidad, and
the twins Belen and Arturo.

According to Mayor Perez,


education is a legacy that
could not be taken away
from one person by anybody.

Mayor Roman mitigated the inequality of
education betwen men and women. He
showcased the importance of vision,
character and perseverance. Women got
their rights of being educated under the
guise of a visionary leader.

On November 8, 1949, few days after


winning in the local election as the
Municipal Mayor of the town of
Batangas, Mayor Roman Perez was
assassinated.

but for the students to realize their
respective duties and responsibilities
as a nation-builder.
