Reduce heat to medium-low and simmer until tender, about 20 minutes. Drain. Return potatoes to the pot and let sit, uncovered, for about 5 minutes. Meanwhile, heat olive oil in a small saucepan over medium-low heat. Add garlic and saute just until it becomes fragrant, 1 to 2 minutes. Add garlic to the potatoes along with milk and butter.
