UN Special Envoy for Syria Geir Pedersen warned, “The conflict has not ended yet.”
Pedersen told Council members that we must ensure that the political process remains on track, otherwise he fears new instability.
He reiterated that while resolution 2254 identified two parties, one of whom has been toppled and cannot feature in the process, it is still the case that a political transition is needed and that this will require an inclusive intra-Syrian process.

Among other deadly strikes in Gaza, from 14 to 15 December, at least 69 Palestinians, including women and children, were reportedly killed in four Israeli strikes on schools sheltering IDPs in Gaza City, Beit Hanoun and Khan Younis, including 20 killed in an airstrike hitting an UNRWA school in Al-Mawasi, Khan Younis. The Israel Defense Forces said they were targeting Hamas militants. More than 250 Palestinians have been killed in such strikes in Gaza over the past week, according to the Gaza Ministry of Health.
The death toll of this war continues to mount. Since October 7th 2023, more than 45,000 Palestinians have been killed in Gaza according to the Ministry of Health and over 1700 Israelis and foreign nationals have been killed in attacks in or originating from Gaza according to Israeli sources.
In the occupied West Bank, on 12 December, an Israeli boy was killed in a shooting attack on a bus near the Al Khader junction in the occupied West Bank, south of Jerusalem. Israeli authorities said that the Palestinian perpetrator later turned himself in. The same day, Israeli forces reportedly killed a Palestinian man in an exchange of fire in Balata refugee camp near Nablus.
Serious clashes have also taken place between Palestinian armed groups in the occupied West Bank and Palestinian security forces since the written report, particularly in Jenin camp following a Palestinian arrest operation and the seizure of Palestinian Authority vehicles by militants. Over several days, PSF have killed an unarmed 19-year-old and detained numerous Hamas and Palestinian Islamic Jihad militants, while the clashes have caused significant damage to the camp".

"I remain deeply alarmed by the relentless Israeli settlement expansion in the occupied West Bank, including East Jerusalem, that is fueling tensions, impeding access by Palestinians to their land and threatening the viability of a future independent, democratic, contiguous and sovereign Palestinian State. I reiterate that all Israeli settlements in the occupied West Bank, including East Jerusalem, have no legal validity and are in flagrant violation of international law and United Nations resolutions. Just to note the Security Council meeting tomorrow is on artificial intelligence. That gets underway at 9:30 tomorrow. We will share his remarks to you on AI mid-afternoon today embargoed until tomorrow.
And, at noon, we will have Georgios Petropoulos, the Head of OCHA’s suboffice in Gaza, as our guest. He will be joining you from Jerusalem to give a humanitarian update on the situation in the region.
SYRIA
We along with our partners continue to support people across Syria, as security permits. The cross-border operation from Türkiye continues and in the past two days, 59 trucks crossed into the north-west, carrying food and health supplies, mattresses and sheets, among other supplies.
Meanwhile, the Under-Secretary-General for Humanitarian Affairs Tom Fletcher, is continuing his stay in Syria. He was in Homs and Aleppo - in the north of Syria - today. During his meetings with community members, he emphasized that the UN will continue to support the people of Syria and scale up our humanitarian response.
Mr. Fletcher visited projects run by the United Nations and NGO partners and supported by the Syria Humanitarian Fund.
He also heard from women heads of households how humanitarian organizations have supported them and their families and how funding for these projects needs to be sustained. Mr. Fletcher stressed the role of women in the response and rebuilding Syria is critical of course.
Mr. Fletcher also met with members of the humanitarian community in both cities. He said that our colleagues have shown immense courage and resilience in some of the darkest and most uncertain of times.
We are still witnessing these uncertain times, he said, or rather, I’m saying it. Not him. In the northeast, for instance, the situation remains fluid. As of yesterday, 44,000 people are staying in more than 260 emergency shelters such as municipal buildings, schools, mosques and stadiums. Partners are distributing hot meals, bread, and ready-to-eat rations, despite their limited funding available.
For its part, UNHCR continues to respond to the needs of refugees and Lebanese displaced people across Lebanon, coordinating closely with the authorities and other humanitarian organizations, in providing protection services, emergency cash assistance, core relief items, access to safe shelter, health care, and psychosocial support.
Insecurity remains high in the Menbij and Ain Al-Arab districts in Aleppo governorate, despite the ceasefire announced on 17 December, which is set to last until the end of the week. Non-Governmental Organizations have not been able to access Menbij for more than a week, while critical infrastructure such as electricity networks and health facilities need urgent repair.
And you will have seen that our Special for Syria Geir Pedersen left Damascus today. He spoke to reporters on his way out. We shared that transcript with you. His basic message was that Syria was in need of greater humanitarian assistance and for the organization of free and fair elections. But I urge you to read his text.
LEBANON
In Lebanon, our humanitarian colleagues tell us that the Lebanon Humanitarian Fund has allocated $31 million to support the response.
The allocation prioritizes the areas most impacted by the hostilities, including South, Bekaa, Baalbek-Hermel Governorates and Beirut’s southern suburbs.
Meanwhile, we of course are continuing to support displaced people in the host communities, as well as those who are returning home.
Over the past two days, we and our partners have delivered medical supplies to hospitals in Baalbeck-Hermel and Nabatieh Governorates, to support local healthcare facilities and address urgent medical needs.

He also heard from women heads of households how humanitarian organizations have supported them and their families and how funding for these projects needs to be sustained. Mr. Fletcher stressed the role of women in the response and rebuilding Syria is critical of course.
Mr. Fletcher also met with members of the humanitarian community in both cities. He said that our colleagues have shown immense courage and resilience in some of the darkest and most uncertain of times.
We are still witnessing these uncertain times, he said, or rather, I’m saying it. Not him. In the northeast, for instance, the situation remains fluid. As of yesterday, 44,000 people are staying in more than 260 emergency shelters such as municipal buildings, schools, mosques and stadiums. Partners are distributing hot meals, bread, and ready-to-eat rations, despite their limited funding available.
For its part, UNHCR continues to respond to the needs of refugees and Lebanese displaced people across Lebanon, coordinating closely with the authorities and other humanitarian organizations, in providing protection services, emergency cash assistance, core relief items, access to safe shelter, health care, and psychosocial support.
Insecurity remains high in the Menbij and Ain Al-Arab districts in Aleppo governorate, despite the ceasefire announced on 17 December, which is set to last until the end of the week. Non-Governmental Organizations have not been able to access Menbij for more than a week, while critical infrastructure such as electricity networks and health facilities need urgent repair.
And you will have seen that our Special for Syria Geir Pedersen left Damascus today. He spoke to reporters on his way out. We shared that transcript with you. His basic message was that Syria was in need of greater humanitarian assistance and for the organization of free and fair elections. But I urge you to read his text.
LEBANON
In Lebanon, our humanitarian colleagues tell us that the Lebanon Humanitarian Fund has allocated $31 million to support the response.
The allocation prioritizes the areas most impacted by the hostilities, including South, Bekaa, Baalbek-Hermel Governorates and Beirut’s southern suburbs.
Meanwhile, we of course are continuing to support displaced people in the host communities, as well as those who are returning home.
Over the past two days, we and our partners have delivered medical supplies to hospitals in Baalbeck-Hermel and Nabatieh Governorates, to support local healthcare facilities and address urgent medical needs.

This morning, the Secretary-General’s Personal Envoy for Syria, Geir Pedersen, as well as the Under-Secretary-General for Humanitarian Affairs, Tom Fletcher, briefed Security Council members from Damascus, by video conference.
Mr. Pedersen told Council members that we must ensure that the political process remains on track, otherwise he fears new instability. He added that while resolution 2254 identified two parties, one of whom has been toppled and cannot feature in the process, it is still the case that a political transition is needed and that this will require an inclusive intra-Syrian process.
Mr. Pedersen said he discussed these elements in-depth with the Caretaker authority in Damascus.
He underscored that the transition must be credible and inclusive, and there must be a new constitution, in line with resolution 2254.
He also discussed the fact that there must be free and fair elections in accordance with international standards.
For his part, Tom Fletcher said that Syria was already one of the largest humanitarian crises in the world, with 17 million people – that’s more than 70 per cent of the population – in need of support.
The recent escalation has only added to these needs with more than a million people displaced in less than two weeks.
The Secretary-General issued a statement yesterday, in which he said he dispatched Mr. Fletcher to Damascus to engage with the Caretaker Government on scaling up humanitarian assistance in Syria.
Mr. Fletcher reported that the authorities in Damascus have committed to what will be an ambitious scaling up of vital humanitarian support. He added that we have received assurances that they will facilitate the movement of aid personnel and supplies from neighbouring countries – including from Türkiye, Lebanon, Jordan, and Iraq – for as long as humanitarian operations are required.
The Secretary-General welcomed these developments that will make it easier for our aid operations to resume.
Mr. Fletcher noted that aid operations are now gradually resuming across most of our UN hubs, including Aleppo, Homs, and Damascus.
Tomorrow, Mr. Fletcher will travel to Aleppo after which he plans to visit Idlib, where humanitarian needs are among the most severe.
UNDOF
The United Nations Disengagement Observer Force (UNDOF) continues to implement its mandate of observing and reporting from its positions throughout the area of separation. However, the IDF presence in its area of operations has severely impacted UNDOF’s freedom of movement and its ability to conduct its operational, logistic and administrative activities.
UNDOF’s movement remains severely constrained in the current context. UNDOF used to conduct approximately 55-60 daily operational tasks and logistics activities. It is currently restricted to 3-5 essential logistics movements per day, which significantly affects its operations.
It is imperative that the UN peacekeepers are allowed to carry out their mandated tasks without obstruction and in a safe and secure manner.
UNDOF reports that the IDF has entered the area of separation and deployed at key locations, including Mt. Hermon and at least nine other positions inside the area of separation, and one position, “Tank Hill,” east of the Bravo line. The Mission has observed IDF movements and construction at four locations in the Mount Hermon area.
UNDOF has also observed Israeli flags at three positions inside the area of separation. All Israeli flags have been removed after a protest from UNDOF.
The Mission has consistently called on all parties to maintain the ceasefire, refrain from any actions in violation of the 1974 agreement on Disengagement and to respect UNDOF and its mandate. The Mission maintains its liaison with the IDF to ensure that it continues to carry out its operational activities, without any hindrance to its freedom of movement, in order to fully implement its mandate.
