Pembrokeshire County Council (Welsh:Cyngor Sir Penfro) is the governing body for Pembrokeshire, one of the Principal Areas of Wales. It received criticism for having leased a Porsche sports car for its former chief executive, who was paid £192,000 a year and then received a £277,000 pay-off when he left the post in 2014.

Electoral divisions
The county is divided into 60 electoral divisions, each returning one councillor. Some of these divisions are coterminous with communities (parishes) of the same name. Most communities have their own elected council. There are ten town councils and 52 community councils in the county. The following table lists council divisions, communities, and associated geographical areas. Communities with a community council are indicated with a '*':
This is an article about the original Pembrokeshire County Council. See also Pembrokeshire County Council, the post-1996 unitary authority.
The administrative county of Pembrokeshire and the first Pembrokeshire County Council was established in 1889 under the Local Government Act 1888. The first elections were held in January 1889. The county was abolished under the Local Government Act 1972 on 1 April 1974.
A county council is the elected administrative body governing an area known as a county. This term has slightly different meanings in different countries.
United Kingdom
County councils were formed in the late 19th century. In the various constituent countries of the United Kingdom councils had different powers and different memberships. Following local government reforms in the 1970s, county councils no longer exist in Scotland or Northern Ireland. In England they generally form the top level in a two-tier system of administration; in Wales they are unitary authorities.
England
In England county councils were introduced in 1889, and reformed in 1974. Since the mid-1990s a series of local government reorganisations has reduced the number of county councils as unitary authorities have been established in a number of areas. County councils are very large employers with a great variety of functions including education (schools and youth services), social services, highways, fire and rescue services, libraries, waste disposal, consumer services and town and country planning. Until the 1990s they also ran colleges of further education and the careers services. That decade also saw the privatisation of some traditional services, such as highway maintenance, cleaning and school meals.
A County council (Norwegian:Fylkesting) is the highest governing body of the county municipalities in Norway. The county council sets the scope of the county municipal activity. The council is led by a chairman or county mayor (fylkesordfører). Members of the council are elected for a four-year term through the general local elections. It is common for members of a county council to also hold seats in municipal councils, but very rare that they also hold legislative (Storting) or other government office, without a leave of absence.
History
The county council has its roots in the Amtsformandskabet created in 1837. Starting in 1964, members of the county councils were appointed by the municipal councils. In 1975, the first general elections were held for the county councils.
Pembrokeshire (/ˈpɛmbrʊkʃɪər/, /ˈpɛmbrʊkʃər/, or /ˈpɛmbroʊkʃɪər/; Welsh:Sir Benfro[ˈsiːr ˈbɛnvrɔ]) is a county in the south west of Wales. It borders Carmarthenshire to the east and Ceredigion to the north east. Pembrokeshire County Council's headquarters are in the county town of Haverfordwest.
Pembrokeshire's population, according to the UK Census, was 114,131 in 2001 rising to 122,400 by the following census in 2011, an increase of 8.2%.
Much of Pembrokeshire has been speaking English for many centuries. The boundary between the English and Welsh speakers is known as the Landsker Line and southern Pembrokeshire is occasionally referred to as Little England beyond Wales.
The Laws in Wales Act 1535 (26 Hen. VIII, c. 26) provided for a single county seat in the House of Commons for each of twelve historic Welsh counties (including Pembrokeshire) and two for Monmouthshire. Using the modern year, starting on 1 January, these parliamentary constituencies were authorised in 1536. In practice, the first known Knights of the Shire from Wales (as Members of Parliament from county constituencies were known before the nineteenth century) may not have been elected until 1545.
The Act contains the following provision, which had the effect of enfranchising the shire of Pembroke.
And that for this present Parliament, and all other Parliaments to be holden and kept for this Realm, one Knight shall be chosen and elected to the same Parliaments for every of the Shires of Brecknock, Radnor, Mountgomery and Denbigh, and for every other Shire within the said Country of Dominion of Wales;
