Following the 1886 general election, a Conservative administration headed by Lord Salisbury was formed. However the Conservatives did not have a majority of seats and had to rely on the support of the Liberal Unionist Party. As part of the price for this support the Liberal Unionists demanded that a bill be introduced placing county government under the control of elected councils, modelled on the borough councils introduced by the Municipal Corporations Act 1835.
Accordingly, the Local Government (England and Wales) Bill was introduced to the House of Commons on 19 March 1888, by the President of the Local Government Board, Charles Ritchie. The Bill proposed the creation of elected county councils to take over the administrative functions of the magistrates of the Quarter Sessions courts, that ten large cities should be "counties of themselves" for the purposes of local government and that each county was to be divided into urban and rural districts, based on existing sanitary districts, governed by a district council. The county and district councils were to consist partly of directly elected "elective councillors" and partly of "selected councillors", chosen by the elective councillors in a similar manner to aldermen in municipal boroughs.
The Local Government Act 1894 (56 & 57 Vict. c. 73) was an Act of the Parliament of the United Kingdom that reformed local government in England and Wales outside the County of London. The Act followed the reforms carried out at county level under the Local Government Act 1888. The 1894 legislation introduced elected councils at district and parish level.
The principal effects of the act were:
The creation a system of urban and rural districts with elected councils. These along, with the town councils of municipal boroughs created earlier in the century, formed a second tier of local government below the existing county councils.
The establishment of elected parish councils in rural areas.
The entitlement of women who owned property to vote in local elections, become poor law guardians, and act on school boards.
The new district councils were based on the existing urban and rural sanitary districts. Many of the latter had lain in more than one ancient county, whereas the new rural districts were to be in a single administrative county.
Its pattern of two-tier metropolitan and non-metropolitan county and district councils remains in use today in large parts of England, although the metropolitan county councils were abolished in 1986, and both county and district councils were replaced with unitary authorities in many areas in the 1990s.
In Wales, too, the Act established a similar pattern of counties and districts, but these have since been entirely replaced with a system of unitary authorities.
Elections were held to the new authorities in 1973, and they acted as "shadow authorities" until the handover date. Elections to county councils were held on 12 April, for metropolitan and Welsh districts on 10 May, and for non-metropolitan district councils on 7 June.

Background
Elected county councils had been established in England and Wales for the first time in 1888, covering areas known as administrative counties. Some large towns, known as county boroughs, were politically independent from the counties in which they were physically situated. The county areas were two-tier, with many municipal borough, urban district and rural districts within them, each with its own council.
Local boards or local boards of health were local authorities in urban areas of England and Wales from 1848 to 1894. They were formed in response to cholera epidemics and were given powers to control sewers, clean the streets, regulate environmental health risks including slaughterhouses and ensure the proper supply of water to their districts. Local boards were eventually merged with the corporations of municipal boroughs in 1873, or became urban districts in 1894.

The first local boards were created under the Public Health Act 1848 (11 & 12 Vict. c.63). The aim of the act was to improve the sanitary condition of towns and populous places in England and Wales by placing: the supply of water; sewerage; drainage; cleansing; paving, and environmental health regulation under a single local body. The act could be applied to any place in England and Wales except the City of London and some other areas in the Metropolis already under the control of sewer commissioners.

The Local Government (Ireland) Act 1898 (61 and 62 Vict. c. 37) was an Act of the Parliament of the United Kingdom of Great Britain and Ireland that established a system of local government in Ireland similar to that already created for England, Wales and Scotland by legislation in 1888 and 1889. The Act effectively ended landlord control of local government in Ireland.

Description: The second election to the Glamorgan County Council was held on 8 March 1892. The 1889 election was the first contest and the next was the 1895 election. Glamorgan County Council had been established by the 1888 Local Government Act, and the first election held in January 1889. Glamorgan was by far the largest county in Wales in terms of population. The county of Glamorgan was at this time becoming heavily industrialised, although some areas such as the Vale of Glamorgan remained essentially rural. The rise of nonconformist liberalism, especially since the 1860s, throughout Wales, had challenged the prevailing influence of the landed gentry. However, even in 1889, the traditional forces remained influential and no working men were elected to the Council. This changed in 1892 with the unopposed return of David Morgan in Aberdare and the success of Isaac Evans in Resolven. Results are mainly drawn from the South Wales Star.Most candidates were described either as Liberals or as Conservatives; but these allegiances were fluid, and in most cases there was no evidence of a connection between candidates and local Liberal or Conservative party organisations.

The County of London was a county of England from 1889 to 1965, corresponding to the area known today as Inner London. It was created as part of the general introduction of elected county government in England, by way of the Local Government Act 1888. The Act created an administrative County of London, which included within its territory the City of London. However, the City of London and the County of London formed separate counties for "non-administrative" purposes. The local authority for the county was the London County Council (LCC), which initially performed only a limited range of functions, but gained further powers during its 76-year existence. The LCC provided very few services within the City of London, where the ancient Corporation monopolised local governance, as it still does. In 1900 the lower-tier civil parishes and district boards were replaced with 28 new metropolitan boroughs. The territory of the county was 74,903 acres (303.12 km2) in 1961. During its existence there was a long-term decline in population as more residents moved into the outer suburbs; there were periodic reviews of the local government structures in the greater London area and several failed attempts to expand the boundaries of the county. In 1965, the London Government Act 1963 replaced the county with the much larger Greater London administrative area.

Following the 1886 general election, a Conservative administration headed by Lord Salisbury was formed. However the Conservatives did not have a majority of seats and had to rely on the support of the Liberal Unionist Party. As part of the price for this support the Liberal Unionists demanded that a bill be introduced placing county government under the control of elected councils, modelled on the borough councils introduced by the Municipal Corporations Act 1835.
Accordingly, the Local Government (England and Wales) Bill was introduced to the House of Commons on 19 March 1888, by the President of the Local Government Board, Charles Ritchie. The Bill proposed the creation of elected county councils to take over the administrative functions of the magistrates of the Quarter Sessions courts, that ten large cities should be "counties of themselves" for the purposes of local government and that each county was to be divided into urban and rural districts, based on existing sanitary districts, governed by a district council. The county and district councils were to consist partly of directly elected "elective councillors" and partly of "selected councillors", chosen by the elective councillors in a similar manner to aldermen in municipal boroughs.
