During the administration of Saddam Hussein, Iraq’s law enforcement system was marked by corruption and inhumane practices. After the previous police force was completely disbanded, in 2003 a new Iraqi Police Service was established to act as a municipal law enforcement agency under the authority of the Ministry of Interior. Plans call for a highway patrol element to be added in the future. The Police Service does not conduct investigative operations, but it has been assigned to support some operations of coalition military forces.
In early 2005, a nominal total of 55,000 police officers had been trained, but the training and reliability of this force were under question. The target number for the force has been variously estimated at 65,000 and 89,000. In 2004 starting pay for police personnel was US$60 per month, with a hazardous duty allowance of an additional US$87 per month. Experts consider reform of the police system a long and difficult process. As under the Hussein administration, police corruption, extortion, and theft have continued to be a problem. In the January 2005 elections, the National Guard and police provided polling place security that monitors characterized as adequate, under threats of large-scale insurgent disruption. The Iraqi National Intelligence Service (INIS) was established in 2004 in cooperation with the U.S. Central Intelligence Agency (CIA) to gather information on groups threatening national security. The president is to appoint the director of the INIS, which is to serve as an information agency for the Council of Ministers and have no law enforcement authority.
Law enforcement is any system by which some members of society act in an organized manner to enforce the law by discovering, deterring, rehabilitating, or punishing people who violate the rules and norms governing that society. Although the term may encompass entities such as courts and prisons, it is most frequently applied to those who directly engage in patrols or surveillance to dissuade and discover criminal activity, and those who investigate crimes and apprehend offenders, a task typically carried out by the police or another law enforcement agency. Furthermore, although law enforcement may be most concerned with the prevention and punishment of crimes, organizations exist to discourage a wide variety of non-criminal violations of rules and norms, effected through the imposition of less severe consequences.
Organizations
Most law enforcement is conducted by some type of law enforcement agency, with the most typical agency fulfilling this role being the police. Societal investment in enforcement through such organizations can be massive, both in terms of the resources invested in the activity, and in the number of people professionally engaged to perform those functions.
The Kingdom of Iraq under British Administration or Mandatory Iraq (Arabic:الانتداب البريطاني على العراقal-Intidāb al-Brīṭānī ‘Alá al-‘Irāq) was created in 1921 following the 1920 Iraqi Revolt against the proposed British Mandate of Mesopotamia, and enacted via the 1922 Anglo-Iraqi Treaty.
Faisal ibn Husayn, who had been proclaimed King of Syria by a Syrian National Congress in Damascus in March 1920, was ejected by the French in July of the same year. Faisal was then granted by the British the territory of Iraq, to rule it as a kingdom, with the British Royal Air Force (RAF) retaining certain military control, though de facto; the territory remained under British administration until 1932.
The civil government of postwar Iraq was headed originally by the High Commissioner, Sir Percy Cox, and his deputy, ColonelArnold Wilson. British reprisals after the murder of a British officer in Najaf failed to restore order. The most striking problem facing the British was the growing anger of the nationalists, who continued to fight against the imposition of British authority. British administration had yet to be established in Iraqi Kurdistan.
The indigenous Sumerians and Akkadians (including Assyrians and Babylonians) dominated Mesopotamia from the beginning of written history (c. 3100 BC) to the fall of Babylon in 539 BC, when it was conquered by the Achaemenid Empire. It fell to Alexander the Great in 332 BC, and after his death, it became part of the Greek Seleucid Empire.
