ITV Wales and West, previously known as HTV, refers to the Independent Television franchise area until 31 December 2013, licensed to a broadcaster by the regulator Ofcom.
There is no channel, past or present, named "ITV Wales and West". The licence relates to a 'dual region', meaning that the franchise area was divided into two regions, each of which must be served by distinct and separate ITV programme services as more fully defined within the licence. Today, those services are known as ITV Cymru Wales and ITV West Country(since ITV West and ITV Westcountry merged into a single region). They are provided by ITV plc which owns and operates the two services through its subsidiary ITV Broadcasting Ltd.
From January 2014, the dual-region licence was split in two, with ITV Cymru Wales for Wales and ITV West Country covering the West of England. Both licences remain held by ITV Broadcasting Ltd and the legal names of the former HTV companies have not yet been changed again.

Some of my recollections of the 1970s ITV service providing a dual service for Wales and the West country.
ITV West is a large rural area from North Devon to West Wiltshire, South Gloucestershire to North Dorset and overlaps other ITV regions. Westward TV the South West ITV provider, claimed parts of South Somerset was in their region and often three film crews would turn up at major news stories in Somerset (HTV West, BBC Bristol and Westward TV)
Report West was the weekday ITV West News programme. It was the most popular news show in the West of England with a relaxed approach and well known newsreaders.

Some of my recollections of the 1970s ITV service providing a dual service for Wales and the West country.
ITV West is a large rural area from North Devon to West Wiltshire, South Gloucestershire to North Dorset and overlaps other ITV regions. Westward TV the South West ITV provider, claimed parts of South Somerset was in their region and often three film crews would turn up at major news stories in Somerset (HTV West, BBC Bristol and Westward TV)
Report West was the weekday ITV West News programme. It was the most popular news show in the West of England with a relaxed approach and well known newsreaders.
The requirement to deliver a dual service involved a fair degree of technical achievement both in the studios and at the transmitters. Not only were there two (occasionally three with a schedule for north Wales) simultaneous UHF programmes going out, there was another variation for the VHF 405-line service.
One main VHF station on channel 10 in Glamorgan transmitted the 405-line service for both South East Wales and the West of England. This general service was a mix of programmes for South Wales (some in Welsh language) and for the West Country. The 6pm weekday news programme first broadcast Report Wales presented by Michael Lloyd-Williams. Part two was a taped recording of Report West presented by Bruce Hockin that had gone out live at 6pm from the UHF only Mendip transmitter.
Until UHF came along 1970, the West of England did not have its own TV service. The adoption of 625-lines was slow as apart from the cost, reception gaps in both the valleys of South Wales and some lower-lying areas close to the Somerset transmitter meant UHF signals effectively 'passed-over' towns and villages. Therefore many viewers continued to watch on 405-line receivers until relays were built. Unlike other ITV regions which simulcasted on 405-lines their 625 service, to match the VHF transmission area, HTV provided a hybrid service which covered both sides of the Bristol Channel.
HTV was one of the first operators of a second generation colour TV camera. In 1971 the news and presentation studios received the Marconi Mk VIII. This three-tube camera required only a five minute auto line up, used smaller cables and was more compact than the EMIs in the main studios. Unusually the chroma key colour for the screen behind the Bristol newsreaders (to superimpose pictures) was yellow with "Report West" shown in large outline text. Generally this worked well with little switching errors. Hope this makes sense!

What clearly helped focus minds was the bombshell ITV Senedd poll which came out on Sunday. It showed PlaidCymru in the lead for the first time since 2010, with Labour in second, Reform in third and the Welsh Conservatives dropping to fourth ... .
