As a member of the Council of Europe and a signatory of the European Convention on Human Rights, Russia has international obligations related to the issue of human rights. In the introduction to the 2004 report on the situation in Russia, the Commissioner for Human Rights of the Council of Europe, noted the "sweeping changes since the collapse of the Soviet Union undeniable."
In recent years Vladimir Lukin, former Ombudsman of the Russian Federation, has invariably characterized the human rights situation in Russia as unsatisfactory. However, according to Lukin, this is not discouraging, because building a lawful state and civil society in such a complex country as Russia is a hard and long process.
The situation of human rights in East Asia varies between the region's countries, which differ in history and political orientation, as well as between contexts within each country.

Russia-1 (Russian:Россия-1) is a state-owned Russiantelevision channel founded in 1991. It belongs to the All-Russia State Television and Radio Company (VGTRK). Russia Channel was previously known as RTR (Russian:РТР). Russia-1 has the second largest audience in Russian television. In a typical week, it is viewed by 75% of urban Russians, compared to 83% for the leading channel, Channel One. The two channels are similar in their politics, and they compete directly in entertainment. Russia-1 has many regional variations and broadcasts in many languages.
History
Soviet period
Russia-1 had started in 1965 as Program 3 in the Soviet Union and moved to Channel 2 in 1967 when a new channel, Program 4 (now known as NTV), was officially launched and the Moscow Program, which started in 1956, was transferred to Channel 3. From the very start, it only hosted programs produced by the Ministry of Education of the Soviet Union, as well as children's programming, in monochrome. The move to a new channel frequency resulted in it being renamed Program 2 and becoming the second home of the national newscast Vremya since 1968.

Russia's Supreme Court has ordered the closure of Memorial, the country's most prominent human rights group, which chronicled Stalin-era purges and was a symbol of democratic change after the fall of the Soviet Union.
The ban follows a wider crackdown on opposition politics and independent media.

UN secretary-general Antonio Guterres labelled Russia's war as a massive violation of rights. The United Nations General Assembly has suspended Russia from the UN Human Rights Council over reports of "gross and systematic violations and abuses of human rights" by invading Russian troops in Ukraine.
The US-led push garnered 93 votes in favour, while 24 countries voted against and 58 countries abstained. A two-thirds majority of voting members - abstentions do not count - was needed to suspend Russia from the 47-member council.
Suspensions are rare. Libya was suspended in 2011 because of violence against protesters by forces loyal to Muammar Gaddafi.

Russia's Supreme Court has ordered the closure of Memorial, the country's most prominent human rights group, which chronicled Stalin-era purges and was a symbol of democratic change after the fall of the Soviet Union.
The ban follows a wider crackdown on opposition politics and independent media.
Prosecutors had accused Memorial of failing to indicate in its publications that the group received funds from overseas.

The UN said global human rights are in such a precarious state that they have "gone into reverse" in some cases, and the Universal Declaration of Human rights is under siege. World leaders are gathered in Geneva for the UN Human Rights Council session to discuss issues ranging from Russia's alleged war crimes in Ukraine to China's treatment of its Muslim minority. UN secretary-general Antonio Guterres labelled Russia's war as a massive violation of rights.
