Howard County, Maryland is an economically prosperous and resource rich county that consistently ranks in the top five “Best Places to Live” according to Money Magazine. It includes Columbia, the state’s second-largest city, that was created as a planned community based on principles of people-centered planning meant to foster racial, religious, and socioeconomic integration and bold environmentalism. The Howard County Public School System serves 77 schools, and ranks among the state’s top school districts. But along with these strengths, come the challenges of population growth, rising costs of living, an increase in demand for health and social services, and a socioeconomic divide. To address these issues, the county has taken an evidence-based, data-informed approach to collectively move and create policies that address the needs of the whole county.
Community leaders, partners, and residents purposefully shift resources to those who need it most. For example, using data to identify residents and families with limited income who don’t qualify for critical social service programs, and then changing eligibility policies around housing, childcare, food access, transportation, and education to ensure all residents are thriving. Data is informing the immediate needs for Howard County residents and helping plan for the future.
