The Auckland Regional Council (ARC) was the regional council (one of the former local government authorities) of the Auckland Region. Its predecessor the Auckland Regional Authority (ARA) was formed in 1963 and became the ARC in 1989. The ARC was subsumed into the Auckland Council on 1 November 2010.
Regional councils are, nominally, the governing bodies of the regions of Cameroon. As defined by the Constitution of Cameroon, the councils have control of cultural, economic, educational, health-related, social, and sport-related issues in the regions. The members of each council are delegates indirectly elected by the populace and traditional rulers selected by their peers. Each council is headed by a president, who is elected by the members from among their own ranks. Members serve five-year terms.
Each council is advised by members of parliament from the area and by an administrator appointed by the president of Cameroon. This individual acts at the president's personal representative and wields considerable power. The president of Cameroon reserves the right to disband any regional council he so chooses.
The regional councils were created by Cameroon's constitution of 1996 in response to agitation for a return to a federal system of government or increased decentralisation. However, the councils have yet to be established in reality, and the regions established by the constitution are still known as provinces and are headed by presidentially appointed governors.
A regional council (French:conseil régional) is the elected assembly of a region of France.
History
Regional councils were created by law on 5 July 1972. Originally they were simply consultative bodies consisting of the region's parliamentary representatives plus an equal number of members nominated by the departments and municipalities.
The decentralisation programme of 1982-1983 provided for direct election which began in 1986 and increased the powers of the councils.
Operation
The Assemblies elect their own Presidents who preside over the meetings and head the Regional Executive.
Electoral system
Before 2004
Between 1986 and 2004, regional councils were elected by closed listproportional representation. The Front National was frequently left with the balance of power as a result and this led to a change in the electoral law.
Since 2004
Since 2004 three quarters of the seats continue to be elected by proportional representation with each list having an equal number of male and female candidates. The other quarter are given to the list that received the most votes. In order to gain these top up seats, a list must have gained an absolute majority of the votes in the first round. If this has not been achieved a second round is held with each party that gained at least ten percent of the votes competing. The party that wins a plurality in this round gains the bonus seats. It is common in this round for lower ranking parties to withdraw in favour of parties they have entered into an alliance with.
Auckland (/ˈɔːklənd/AWK-lənd), in the North Island of New Zealand, is the largest and most populous urban area in the country. Auckland has a population of 1,454,300, 32 percent of New Zealand's population. It is part of the wider Auckland Region, which includes the rural areas and towns north and south of the urban area, plus the islands of the Hauraki Gulf, resulting in a total population of 1,570,500 that is governed by the Auckland Council. Auckland also has the largest Polynesian population of any city in the world. In Māori, Auckland's name is Tāmaki Makaurau and the transliterated version of Auckland is Ākarana.
The Auckland urban area (as defined by Statistics New Zealand) ranges to Waiwera in the north, Kumeu in the northwest, and Runciman in the south. It is not contiguous; the section from Waiwera to Whangaparaoa Peninsula is separate from its nearest neighbouring suburb of Long Bay. Auckland lies between the Hauraki Gulf of the Pacific Ocean to the east, the low Hunua Ranges to the south-east, the Manukau Harbour to the south-west, and the Waitakere Ranges and smaller ranges to the west and north-west. The central part of the urban area occupies a narrow isthmus between the Manukau Harbour on the Tasman Sea and the Waitemata Harbour on the Pacific Ocean. It is one of the few cities in the world to have two harbours on two separate major bodies of water.
Auckland (or, more formally, City of Auckland) was a New Zealand electorate. It covered the core of Auckland during the early days of New Zealand democracy, when the city was small enough to be covered by two or three seats.
Population centres
The City of Auckland electorate was one of the original electorates, and was used in the country's first elections. It covered a territory roughly corresponding to the central business district of the city today, and was surrounded by another electorate called Auckland Suburbs. As the city was growing rapidly, however, the electorate did not last long — in the 1860 elections, it was divided into Auckland East and Auckland West.
The Auckland Region is one of the sixteen regions of New Zealand, named for the city of Auckland, the country's largest urban area. The region encompasses the Auckland metropolitan area, smaller towns, rural areas, and the islands of the Hauraki Gulf. With 34 percent of the nation's residents, it has by far the biggest population and economy of any region of New Zealand, but the second-smallest land area.
On 1 November 2010, the Auckland Region became a unitary authority controlled by the Auckland Council, replacing the previous regional council and seven local councils. In the process, an area in its southeastern corner was transferred to the neighbouring Waikato Region. The name "Auckland Region" remains present in casual usage.
Geography
On the mainland, the region extends from the mouth of the Kaipara Harbour in the north across the southern stretches of the Northland Peninsula, past the Waitakere Ranges and the isthmus of Auckland and across the low-lying land surrounding the Manukau Harbour. The region ends within a few kilometres of the mouth of the Waikato River. It is bordered in the north by the Northland Region, and in the south by the Waikato Region. It also includes the islands of the Hauraki Gulf.

Multi-media artist Jude Robertson, the 2018 Auckland Regional Parks Artist in Residence, creates art using sound, sculpture and photography.
Jude has been living and working in Waharau Regional Park since mid-October. Over the course of the residency, she has been working on creating a sound map of the park.
Jude has been mapping her experiences through field recordings and photography, composing sounds into an atmospheric soundscape. The public will be able to experience her sound map in an immersive space at the park from February 2019.
Applications are now open for the 2019 Auckland Council Regional Parks Artist in Residence programme, apply now!
