The 1889 Act created a country-wide system of local government based on pre-existing counties and burghs. Prior to this act burghs had their own elected local government councils but counties did not.
The 1994 Act abolished the regions and districts and replaced them with a new system entirely composed of single-tier authorities; the Orkney, Shetland and Western Isles councils were continued by s.3 of the Act in substantially unchanged form.
1889 to 1930
Over this period local government in Scotland was based on three units: counties, burghs and parishes.
Counties
The Local Government (Scotland) Act 1889 reformed the administration of counties and also made alterations to their number and boundaries: Ross-shire and Cromartyshire were combined to form Ross and Cromarty; the Lower, Middle and Upper Wards of the County of Lanark, which formed separate counties for some purposes, were merged; and Orkney and Zetland were divided into distinct counties. A boundary commission was appointed, and between 1891 and 1892 many anomalies in county boundaries were rectified. In 1890 each of thirty-three counties was given a county council, partly elected, and partly co-opted by the town councils of burghs in the county. In effect the county council only exercised full powers in the "landward" areas of the county, outside of burgh boundaries.
The 1973 Act created a system of nine two-tier regions and three islands areas, and this system completely replaced local governmentcounties and burghs in 1975. The new regions were generally very different from the counties which had been in use since the Local Government (Scotland) Act 1889. Also, the districts were very different from the subdivisions of counties, also called districts, which had been in use since the Local Government (Scotland) Act 1929.
Background
The reorganisation of local government in Scotland was a matter of political debate from the mid-1960s. In June 1963 the Scottish Office published a white paper titled The Modernization of Local Government in Scotland (Cmnd.2067). This proposed a large decrease in the number of local authorities in the country. There was to be a reduction from thirty-three county councils to between ten and fifteen. At the same time, new "second-tier councils" were proposed, with burghs being merged with the surrounding "landward" rural areas. The minimum population for the areas of these councils was to be 40,000. It was hoped that the reforms could be carried out quickly, with existing authorities agreeing to amalgamation and boundary alterations prior to legislation being passed. The white paper was rejected by the Association of Large Burghs, and by the Scottish Labour Party. At the 1964 general election Labour came to power, and the scheme was not pursued. Instead a royal commission under the chairmanship of Lord Wheatley was appointed in 1966 to enquire into local administration. Wheatley commented that "Our terms of reference are far-reaching: we have a free hand to recommend whatever arrangement of authorities, boundaries and functions seem likely to be right for a long time to come".
Edinburgh, the country's capital and second-largest city, was the hub of the Scottish Enlightenment of the 18th century, which transformed Scotland into one of the commercial, intellectual, and industrial powerhouses of Europe. Glasgow, Scotland's largest city, was once one of the world's leading industrial cities and now lies at the centre of the Greater Glasgow conurbation. Scottish waters consist of a large sector of the North Atlantic and the North Sea, containing the largest oil reserves in the European Union. This has given Aberdeen, the third-largest city in Scotland, the title of Europe's oil capital.
Burnside Avenue is a main thoroughfare connecting East Hartford, Connecticut's Main Street to Manchester, Connecticut. The road is part of U.S. Route 44. It runs through a low income portion of East Hartford and is home to a significant population of Hispanics and African Americans. East Hartford Middle school is located near the center of the avenue and is next to the main campus of Goodwin College. The eastern portion of Burnside Avenue has little housing, but is significantly developed with strip malls and restaurants. The Avenue is home to two important parks in East Hartford. Martin Park in the west has a swimming pool and a skating park along with access to many of East Hartford's bike trails. The east of the avenue has an entrance to Wickham Park, a large private park containing an aviary, bike trails, hiking trails, picnic grounds, and a view of Hartford's skyline.
Before the turn of the 20th century, Burnside was colloquially considered a separate village from the rest of East Hartford. Its rough terrain and proximity to the Hockanum river led to early artifice, so that even before the industrial revolution, it was dominated by paper mills. By 1900, Burnside was developing as a streetcar suburb. Its development prior to Pratt and Whitney (1929) explains its high density relative to the post-war housing so prevalent in the remainder of the town.
According to the United States Census Bureau, the town has a total area of 18.7square miles (48.3km²), of which, 18.6square miles (48.2km²) of it is land and 0.1square miles (0.1km²) of it (0.27%) is water. It was incorporated in 1857.
History
In 1700 Isaac Magoon purchased 1,950 acres (7.9km2) of land from then Windham and thus began Scotland’s History. He named the town Scotland as a way of commemorating his ancestral home. Scotland was incorporated in May 1857.
Government
The town still maintains the town meeting as its form of government with a board of selectmen. The town also has eight boards & commissions, including Inlands & Wetlands, Planning & Zoning and Board of Education.
Attractions
Scotland is home to the D'Elia Antique Tool Museum. The museum was built in 2005 and is housed in the same building as the Scotland Public Library. It is the home of over 1200 antique woodworking planes dating back to the mid-18th century. Another attraction is the Samuel Huntington house which located on Huntington Rd or Route 14

The 1889 Act created a country-wide system of local government based on pre-existing counties and burghs. Prior to this act burghs had their own elected local government councils but counties did not.
The 1994 Act abolished the regions and districts and replaced them with a new system entirely composed of single-tier authorities; the Orkney, Shetland and Western Isles councils were continued by s.3 of the Act in substantially unchanged form.
1889 to 1930
Over this period local government in Scotland was based on three units: counties, burghs and parishes.
Counties
The Local Government (Scotland) Act 1889 reformed the administration of counties and also made alterations to their number and boundaries: Ross-shire and Cromartyshire were combined to form Ross and Cromarty; the Lower, Middle and Upper Wards of the County of Lanark, which formed separate counties for some purposes, were merged; and Orkney and Zetland were divided into distinct counties. A boundary commission was appointed, and between 1891 and 1892 many anomalies in county boundaries were rectified. In 1890 each of thirty-three counties was given a county council, partly elected, and partly co-opted by the town councils of burghs in the county. In effect the county council only exercised full powers in the "landward" areas of the county, outside of burgh boundaries.
