Russia (i/ˈrʌʃə/; Russian:Росси́я, tr.Rossiya;IPA:[rɐˈsʲijə]), also officially known as the Russian Federation (Russian:Росси́йская Федера́ция, tr.Rossiyskaya Federatsiya;IPA:[rɐˈsʲijskəjə fʲɪdʲɪˈratsɨjə]), is a sovereign state in northern Eurasia. It is a federalsemi-presidential republic. At 17,125,200 square kilometres (6,612,100sqmi), Russia is the largest country in the world, covering more than one-eighth of the Earth's inhabited land area. Russia is the world's ninth most populous country with over 144million people at the end of 2015.
In all cases where the President of the Russian Federation is unable to fulfill his duties, they shall be temporarily delegated to the Prime Minister, who becomes Acting President of Russia. The Chairman of the Federation Council is the third important position after the President and the Prime Minister. In the case of incapacity of the President and Prime Minister, the chairman of the upper house of parliament becomes acting head of state.
An Acting President is a person who temporarily fills the role of an organization's or country's president, either when the substantive president is unavailable (for example ill or on vacation) or when the post is vacant (for example because of death, injury, resignation, or dismissal).

Incapacity
Prime MinisterViktor Chernomyrdin assumed the role of Acting President when President Boris Yeltsin underwent heart surgery. Chernomyrdin served for one day, from 5 November to 6 November 1996. No major event occurred during the term of Acting President Chernomyrdin.
Vacancy
After Yeltsin's resignation on 31 December 1999, Prime Minister Vladimir Putin served as Acting President until 7 May 2000, when he took office as elected President.
During the 1993 Russian constitutional crisis, Vice PresidentAlexander Rutskoy was named by Parliament as the Acting President when the legislature announced Yeltsin's removal from office. On 21 September 1993 at 12:22a.m., Rutskoy assumed the powers of acting president of Russia. He took the presidential oath, stating, "I am taking the authority of President. The anti-constitutional decree of President Yeltsin is annulled."

Talking to reporters in New York, Russian Foreign Minister Sergey Lavrov today (24 Sep) said there is an open document outlining Russia’s “doctrine for nuclear security,” and invited journalists “to take another look at what explicitly sets out instances where nuclear weapons use by us would be acceptable.”
Asked about whether Russian-occupied territories in Ukraine that would be annexed to the Russian Federation as a result of a referendum currently being conducted, would fall under that doctrine, he said, “I would not here try to make any gloomy forecasts. The entire territory of the Russian Federation which is enshrined and could be further enshrined in the constitution of the Russian Federation unquestionably is under the full protection of the state. That is absolutely natural. And all of the laws, doctrines, concepts and strategies of the Russian Federation apply to all of its territory.”
Lavrov said, “the United States, and the European Union, and NATO cannot claim to have a neutral status, they cannot assert that they are not participating in the conflict. Moreover, one of those conventions I believe the Ground Rule Convention prohibits directly the establishing of recruitment points on the territory of neutral states. And you all know how the Ukrainian embassy and the consulate generals in Europe and in other countries, openly on their websites, publishing invitations to join in the holy war against Russia.”
The Russian Foreign Minister said, “all states have an obligation to respect the sovereignty and territorial integrity of any states. Whose governments respect the principle of self-determination of peoples and whose governments represent all peoples residing on there and that was the last one.”

Russia (i/ˈrʌʃə/; Russian:Росси́я, tr.Rossiya;IPA:[rɐˈsʲijə]), also officially known as the Russian Federation (Russian:Росси́йская Федера́ция, tr.Rossiyskaya Federatsiya;IPA:[rɐˈsʲijskəjə fʲɪdʲɪˈratsɨjə]), is a sovereign state in northern Eurasia. It is a federalsemi-presidential republic. At 17,125,200 square kilometres (6,612,100sqmi), Russia is the largest country in the world, covering more than one-eighth of the Earth's inhabited land area. Russia is the world's ninth most populous country with over 144million people at the end of 2015.
