President Rodrigo Roa Duterte held a bilateral meeting with President Vladimir Putin of the Russian Federation at the Swissôtel Lima in Peru.
During the meeting, President Duterte relayed several historical issues and personal views he had against the United States of America (USA), explaining why he finds it necessary for the Philippines to pursue an independent foreign policy.
The President, referring to the long years of Philippine-American relationship said, “It was good until it lasted. And of late, I see a lot of these western nations bullying small nations. And not only that, they are into so much hypocrisy.”
The President went on explaining that the USA had incited so many wars in different parts of the world and had forced the Philippines to contribute in these military warfare.
In a press statement, Foreign Affairs (DFA) Secretary Perfecto Yasay Jr. said, “It is very important for everybody to make sure that in order for them to successfully move forward, in forging a brighter future for the country, they must learn from the mistakes in the past... and I think the President conveyed this message quite clear to the President of Russia, President Putin.”
President Putin also formally extended his invitation for President Duterte to visit Russia next year in the hopes of forging stronger trade relations with each other.
This year also marks the 40th anniversary of diplomatic ties between the Philippines and the Russian Federation.

Vladimir Putin has been ruling Russia since 1999. In that time he has shaped the country into an authoritarian and militaristic society. The Soviet Union dissolved into 15 new countries, including the new Russian Federation. In Putin’s eyes, Russia had just lost 2 million square miles of territory. But Putin’s regime has also developed and fostered the most effect cyber hacker army in the world and he’s used it to wreak havoc in the West. But the election of Donald Trump brings new hope for the Putin vision. Trump’s rhetoric has been notably soft on Russia. He could lift sanctions and weaken NATO, potentially freeing up space for Putin’s Russia to become a dominant power once again.

In a tense exchange with the Russian ambassador, Ukraine's representative to the United Nations has told the security council that Russian president Vladimir Putin has 'declared war on Ukraine'.

Russia’s representative to the United Nations, Vasily Nebenzya, has justified Russia’s military operations under article 51 of the UN charter, which allows for 'self-defence'.
The council met as Ukrainian officials confirmed missile strikes on a number of Ukrainian cities, including the capital Kyiv. Ukraine's president, Volodymyr Zelenskiy, has introduced martial law while urging to people to remain calm.
He added that he has spoken with US president Joe Biden, and told Ukrainians to stay home and to stay calm: 'The army works. I will be with you all the time. Stay strong. We will win because we are Ukraine. Glory to Ukraine.'
