The members of the House of Representatives serve two-year terms representing the people of a single constituency, known as a "district". Congressional districts are apportioned to states by population using the United States Census results, provided that each state has at least one congressional representative. Each state, regardless of population or size, has two senators. Currently, there are 100 senators representing the 50 states. Each senator is elected at-large in his or her state for a six-year term, with terms staggered, so every two years approximately one-third of the Senate is up for election.
States are the primary subdivisions of the United States, and possess a number of powers and rights under the United States Constitution, such as regulating intrastate commerce, running elections, creating local governments, and ratifying constitutional amendments. Each state has its own constitution, grounded in republican principles, and government, consisting of three branches: executive, legislative, and judicial. All states and their residents are represented in the federal Congress, a bicameral legislature consisting of the Senate and the House of Representatives. Each state is represented by two Senators, while Representatives are distributed among the states in proportion to the most recent constitutionally mandated decennial census. Additionally, each state is entitled to select a number of electors to vote in the Electoral College, the body that elects the President of the United States, equal to the total of Representatives and Senators in Congress from that state.Article IV, Section 3, Clause 1 of the Constitution grants to Congress the authority to admit new states into the Union. Since the establishment of the United States in 1776, the number of states has expanded from the original 13 to 50. Each new state has been admitted on an equal footing with the existing states.

In February 1991, Representative Steny Hoyer served as chairman of the U.S. Helsinki Commission and led a 13-member Congressional delegation to Latvia as a sign of solidarity and support for the democratic aspirations of the people of Latvia. In February 1991, Representative Steny Hoyer served as chairman of the U.S. Helsinki Commission and led a 13-member Congressional delegation to Latvia as a sign of solidarity and support for the democratic aspirations of the people of Latvia. Representative Hoyer, now Majority Leader of the U.S. House of Representatives, reflects on the recent 30th anniversary of this historic visit and the unwavering commitment of United States to Latvia's freedom: "Today as NATO allies and steadfast partners, the United States and the Baltic states will continue to stand together in defense of those principles of freedom and independence. We will never waiver in our commitment to Latvia's freedom, democracy, and territorial integrity."
