USA/COLOMBIA: US SANCTIONS AGAINST COLOMBIA LIFTED
(27 Feb 1998) Span/Eng/Nat
The United States government has decided to waive two-year-old sanctions against Colombia - originally imposed because of the country's alleged failure to tackle drugs smuggling.
American politicians praised Colombian efforts to wipe out narcotics production and smuggling, but they said it could still do more and will not yet be certified as an ally in the war against trafficking.
Some Colombian leaders were disappointed with the judgement - but expressed willingness to work with U-S authorities to raise their ranking.
Colombia is still the world's biggest single producer and distributor of cocaine.

Around 75-thousand acres (30-thousand hectares) of cocaine and marijuana are cultivated here, according to U-S Ministry of Defence estimates.
The drugs trade is part of many of Colombia's troubles - guerrilla warfare, corruption and poor relations with the U-S.
Each year the U-S assesses countries for "certification" - and those countries who it says are not making a concerted effort in the war against drugs are decertified.
That means they lose out on financial and political support from the U-S.
Among Latin American countries, only Colombia has been singled out for decertification in the last two years.
But that situation seems to be close to changing.
U-S Secretary of State Madeleine Albright announced Thursday that Colombia would no longer face sanctions due to its involvement in the illegal drug market.
It cleared the way for the South American nation to be certified soon - if it continues make war on drugs.
SOUNDBITE: (English)
"The Colombian National Police and counter narcotics forces have conducted an effective eradication and interdiction effort. But the current government has not demonstrated full political support for counter narcotics efforts. Coming on the eve of that country's congressional and presidential elections, the waiver decision is intended to lay the groundwork to increased future cooperation and to support those in Colombia who are striving to strengthen the rule of law and buttress their embattled democracy."
SUPER CAPTION: Madeleine Albright, U-S Secretary of State
The Colombian authorities have been taking action against the drugs industry.
Raids have taken place on jungle installations where plants had been set up for cocaine production.
SOUNDBITE: (Spanish)
"I'm sure that after two years of decertification, recognising a conditional certification is a step ahead in our country's fight against illegal drugs. Our commitment is undeclinable."
SUPER CAPTION: Maria Emma Mejia, Colombian Foreign Minister
Colombia also embarked on another drug enforcement mission which was to prove more controversial.
A drug eradication programme was set up in early 1995 with the intention of spraying vast areas to destroy well-established coca crops.
The programme met with strong opposition.
Plantations of legal crops alongside fields of coca were also destroyed by the toxic pesticides.
Those efforts, however unpopular, must now be coupled with cooperation with international law enforcement agents, who hope to bring drug offenders to trial.
Mexico, another nation with a decertified past, implemented policy changes which wiped out its blacklisting.

Colombia's President was putting a brave face on the U-S decision.

Speaking at the High-level week of the General Assembly, the President of Colombia, Gustavo Petro Urrego, asked the United Nations to hold two peace conferences, one on Ukraine and one on Palestine.
Addressing Member States today (19 Sep), Petro said, “I propose bringing an end to this war, so that we have time to save ourselves. I propose that the United Nations should hold as soon as possible two peace conferences. One on Ukraine, the other on Palestine. Not because there are no other wars in the world, as there are in my country, but because this would guide the way in making peace in all regions of the planet, because both of these can bring an end to the hypocrisy as a political practice.”
Petro continued, “I propose bringing an end to the war, to defend life from the climate crisis, which is the mother of all crisis.”
Referring to climate change, the Colombian President said, “If the mega crisis of life is to be resolved, it will be through a democracy that achieves global scale, a deeper democracy, which will not fear interlinking states and societies and planning for the great Marshall Plan of the revitalization of the planet.”
“The market will help us somewhat, but we can ask for solutions from a mechanism which has no humanity, when it was this mechanism that produced the problem,” added Petro.
The Head of State concluded, “As the president of this country of beauty, I propose a reform of the financial system, of the IMF, of the multilateral banks, bringing an end to economical blockades and guiding funds from private capital. If everybody’s debt is reduced, paying off the creditors with an IMF issuance of special drawing rights, there will be a decrease in the global public debt and a real increase in budgets and public funds.”

The UN General Assembly (UNGA) is the main policy-making organ of the Organization. Comprising all Member States, it provides a unique forum for multilateral discussion of the full spectrum of international issues covered by the Charter of the United Nations. Each of the 193 Member States of the United Nations has an equal vote.
The United Nations is an international organization founded in 1945. Currently made up of 193 Member States, the UN and its work are guided by the purposes and principles contained in its founding Charter.
The UN has evolved over the years to keep pace with a rapidly changing world.
But one thing has stayed the same: it remains the one place on Earth where all the world’s nations can gather together, discuss common problems, and find shared solutions that benefit all of humanity.
