HEECAP (Healthy, Efficient, Electrified, Climate-Adapted Pilot) is a free installation program of energy-efficient electrical equipment for low- to middle-income households and the Vietnamese community living in Montgomery County. The program is implemented by Vietnamese American Services (VAS) and the Environmental Protection Agency with the goal of improving the quality of life and protecting the environment.
