The Federal Bureau of Superhuman Affairs (FBSA) is a government agency that was created by the federal government to handle matters relating the superhuman community including to monitor, police, arrest and convict any accused members of that above-mentioned community suspected of committing illegal activities they're are found guilty of by the legal system. It was run by former congresswoman Victoria Neuman, acting in the position of director, before beginning her vice-presidential campaign.

Season Two[]
After many of Vought's controversies and with the emergence of super terrorists, the White House decided to establish an official organization to deal with any superhuman individuals who may pose a major threat to America's national security.
By the end of Season two, Alastair Adana offers Neuman, the director of the new federal bureau, secretive information on a dozen supes similar to the information he had on Stormfront that could be used as a "death blow" against Stan Edgar and the rest of Vought. In exchange, she would expedite the Church's tax-exempt status. However, Alastair did not know that Neuman was working for Stan in secret, which led to him being assassinated by her instead.
During the final moments of Season Two, Hughie asks Victoria Neuman if he could join the office because he wants to take down Vought "the right way". Grace Mallory offers Billy Butcher the option to join alongside the rest of The Boys.

Season Three[]
By the start of Season 3, Neuman and Hughie employ The Boys to carry out most of the physical work to convict Supes. However, they become suspicious when their efforts against the Supe Termite is quickly covered up by Vought. Although they continue to proceed as planned waiting for more leads, until one day Hughie notices Tony in the receptionist's area. Tony asks to speak with Nadia, repeatedly calling Victoria "Nadia" and attempting to get her attention about the Red River Institute.
Hughie then follows Tony as he tracks down Victoria. A fight breaks out between the two with Neuman using her powers to kill Tony. Witnessing the whole thing, Hughie begins diving into Neuman's past at Red River and discovers she's a double agent, having been adopted by Stan Edgar. Hughie calls Butcher to tell him the truth, that all their work for the past year was for nothing because Vought controls the system. He concludes telling Butcher that it's pointless to continue proceeding legally, and the best way to make change is to operate outside the law like they used to.
