Toshiro Mori (Kanji: 森俊郎 Mori Toshiro) was an engineer loyal to HYDRA who created the Splinter Bomb under the direct orders of Daniel Whitehall. Mori was assassinated when he was betrayed by Bobbi Morse who had come to him to learn more about his designs.

Creating the Splinter Bomb[]
Toshiro Mori was an engineer who became an associate of HYDRA and during his time there, he developed a relationship with Bobbi Morse. Mori was tasked by Daniel Whitehall to modify an old HYDRA design to build the Splinter Bombs, a device created to weaponize the effects of the Diviner.[1]
Reunion with Bobbi Morse[]
- "I call them Splinter Bombs. Has a nice ring to it, doesn't it?"
"Is there any way for me to get my hands on a Splinter Bomb? Those really are a thing of beauty."

Following the attack on the United Nations Headquarters, Mori was visited by Bobbi Morse at his home in Okinawa. Upon meeting her, he commented on her change of hair color, from black to blonde and questioned her loyalties, but listened as she reassured him and convinced him to share information.
Mori attempted to kill Morse when he was informed that she had been working undercover for S.H.I.E.L.D., but she was able to defend herself and knock him to the ground while Melinda May and Lance Hunter shot and killed his guards who came to defend him. While on the ground, Mori tried yet again to take Morse out while she was having a conversation with Hunter by raising his gun silently, however, the pair both shot Mori dead before he could fire and continued their argument.[1]
