Octavian Bloom was one of the leaders of HYDRA, following the aftermath of the HYDRA Uprising. While attempting to find a potential replacement for Daniel Whitehall, Bloom had been contacted by Sunil Bakshi, as they were tricked into believing that all the other leaders of HYDRA were plotting their deaths. Once Bloom had ordered the deaths of four of HYDRA's main heads, he discovered that he and Bakshi had actually become tricked by S.H.I.E.L.D., before getting shot by Lance Hunter.

Bloom meeting with the heads of HYDRA
As part of the biannual meeting of HYDRA's leadership to discuss their current affairs, Octavian Bloom chose to host the most recent meeting with the heads of HYDRA in the Bloom Estate Winery.[1] During the meeting of HYDRA's leadership, Bloom allowed an extra seat at the table as Daniel Whitehall had recently been killed.[2] The Sheikh, the Banker, the Baroness, and Doctor List, representing Baron Strucker, were in attendance and, with Bloom, regretted that there was an empty seat.

A leader to replace Daniel Whitehall had to be determined. Bloom, as well as the other guests, wanted the power and position of the deceased leader. Bloom told the guests that Sunil Bakshi was most likely a captive of S.H.I.E.L.D., though he had been groomed to take over the position. Doctor List realized that S.H.I.E.L.D. would use that opportunity to emerge from the shadows; he decided that whoever could destroy the organization before it made its move could lead that faction. Bloom and the others agreed.[1]

Bloom learning that Sunil Bakshi is still alive
The next day, while he had walked the grounds of the Bloom Estate Winery, Bloom got a phonecall from Sunil Bakshi. After using a code word to verify their identities, Bloom had expressed his surprise that Bakshi was actually alive, before Bakshi informed Bloom that he had just been freed from S.H.I.E.L.D. custody by a mercenary and that he wanted to have a meeting, Bloom agreed and allowed him to come to his home to discuss their situations.

Once Bakshi arrived into the estate, he had then explained to Bloom that this mercenary, who had managed to free him from the custody of S.H.I.E.L.D. had revealed to him that he had actually been ordered to assassinate Bakshi, in order to prevent him from taking up Daniel Whitehall's position as one of the heads of HYDRA. Shocked by this revelation, Bloom called Doctor List in their attempted to learn if List sent the kill order; List assured him that he nor Baron Strucker sent any such order to kill Bakshi, as Bloom noted that they believed that List and Strucker could become the next targets.
Bloom orders the three heads of HYDRA killed
Bloom and Bakshi felt that one of the other leaders, or more likely all of them, must be making a power move to eliminate all of their other contenders. Bloom sent kill orders to have the Banker, Baroness and the Sheikh assassinated. Following their order, Bakshi had requested to have the mercenary killed, as punishment for his own assassinated attempt; Bloom sent operatives to the SUV, parked outside Bloom's mansion. Within minutes of their order being sent, the other heads of HYDRA were assassinated by their agents, leaving only von Strucker, Bloom, List and Bakshi as the last remaining leaders of HYDRA.

However, that SUV carrying the mercenary was able to survive their attack and used defence methods to kill the HYDRA assassins, and then drove straight into their mansion. Suddenly, S.H.I.E.L.D. Agents Bobbi Morse and Lance Hunter burst into the room. Before either of them could react, all their guards were shot and killed before Hunter fired his gun and Bloom received a single gunshot into the forehead, killing him instantly. With Bloom now lying dead, HYDRA's leadership was in near ruins, while Bakshi was then taken back into S.H.I.E.L.D. custody and was transferred back into Glenn Talbot's prison.[1]
