The company is responsible for multiple construction and roadwork sites across Liberty City, presumably relating to providing electricity to the city. The company operates two roadwork sites, one outside the United Liberty Paper Headquarters on Columbus Ave and other on Frankfort Avenue, between Hematite Street and Iron Street.
In The Ballad of Gay Tony, the Crane in their site at Frankfort Ave is destroyed by Luis Lopez in an attempt to kill Mel Toblowsky.

The company is likely based on energy company Consolidated Edison, commonly abbreviated as ConEd. The company's name is a reference to the term libel.
