Official Tenryou Commission Document is a Quest Item obtained alongside Tenryou Commission Secret Letter from Sayu after she swipes it from the Tenryou Commission's headquarters during the Archon Quest Proof of Guilt in Chapter II: Act III - Omnipresence Over Mortals.
The letter is written by Kujou Takayuki, and is addressed to the Narukami Ogosho.
