A Parautilitarian is an individual who demonstrates supernatural aka paranatural abilities, whether they be intrinsic to that person, the result of a connection to an extra-dimensional entity(s) or place, or by tapping into the energies within an Altered Item or Object of Power.

Some people appear to be born with inherent talents, such as Alan Wake, whose ability to receive glimpses from other realities was used as inspiration for his writing; and Saga Anderson, whose Mind Palace technique enables her to make deductive leaps by gathering information directly from other minds.
Others such as Jesse and Dylan Faden seem to have had them triggered after encountering an extradimensional entity, Polaris.
Some individuals such as former FBC Directors Broderick Northmoor and Zachariah Trench became parautilitarian after binding the Service Weapon and Hotline; there are also several cases where civilians bound an Object of Power and then demonstrated abilities in public, bringing them to the attention of the Bureau.
When responding to reports of paranatural events, particularly AWEs, the Bureau actively seeks out and identifies any potential parautilitarians that may have been involved. Certain individuals may then be deemed eligible for the Prime Candidate Program, and while the exact criteria are unknown, it appears that unusually powerful individuals such as Jesse Faden and her brother Dylan Faden are greatly preferred.
It is implied in numerous case reports that the Bureau employs a number of minor parautilitarians, to the point of allowing some to bind Objects of Power for testing purposes. Security Chief Arish was even forced to issue a reminder to staff to not bind an item that had escaped containment.
