Wiley earned his B.S. from DeVry University in Columbus, Ohio in 1993.

Wiley ran in the 2012 election for Pennsylvania Senate District 49. Wiley defeated John Harkins, Brian Pitzer, and Terry Scutella in the Democratic primary on April 24 and defeated Janet Anderson (R) in the general election, which took place on November 6, 2012. Incumbent Republican Jane Earll did not seek re-election. [5][6]
