Biography

Joe Picozzi was born in Philadelphia, Pennsylvania. He graduated from Holy Ghost Preparatory School. He earned a bachelor's degree from Georgetown University in 2017. He is an Eagle Scout.[1]

My name is Joe Picozzi. I grew up in the Somerton section of Philadelphia, and I now live in Tacony. My family has lived in Northeast Philly for over half a century. My Dad was a firefighter for 40 years and my Mom was a special educator at New Foundations and Tacony Academy Charter School. I had a great childhood in the Northeast. My neighbors were exemplary role models: cops and firefighters, nurses and teachers and tradesmen.

I became interested in politics from growing up in Philly. I grew up hearing stories about the founding of our nation. My parents took me to Independence Hall, the Constitution Center, Valley Forge and the Betsy Ross House. I felt that the American Experiment was something I could step into and be a part of. This interest led me to intern for then State Rep. Frank Farry in middle school, and work with Councilman Brian O’Neill, who appointed me to serve on the Philadelphia Youth Commission while I was attending Holy Ghost. These experiences led me to study government at Georgetown University as a Baker Scholar.

After college, I spent a year working on Capitol Hill, and later become the Chief of Staff at the Manhattan Institute, one of the nation’s leading think tanks studying urban policy and renewal. These opportunities prepared me to lead and make a difference in my home – Northeast Philly.

The Northeast needs bold, energetic leadership to stop our decline and set a new course for our home. I will work tirelessly to revive the Northeast.

  • Public safety, public safety and public safety. When I was growing up in Northeast Philly, we could play outside as late as we wanted and our parents never had to worry. I want kids in the Northeast today to have the same experience I did. As a State Senator, my top priority will be securing necessary resources for our first responders and standing up to D.A. Larry Krasner. ● We need funds to hire more police and raise their salaries. ● We should be able to walk around outside after dark without being afraid. ● Theft, car break-ins and other crimes should be fully prosecuted. ● We should have a robust neighborhood watch to coordinate full time with the police. ● Our schools should be safe havens for students to learn and flourish.
  • Investing in education will help make the Northeast safe and prepare our young people for the future. I will fight for more funding for afterschool programs, summer programs, vocational training, arts classes, music programs, physical education and gifted student programs. Kids need opportunities to find something they can succeed at and to be connected with mentors who can impact their lives. When kids have safe and productive environments to spend time in, they will stay out of trouble. I will support recreation centers and other spaces for kids to hang out safely. Also, I will prioritize helping students get summer jobs. I will work to connect students with the trades, as well as local businesses and empower young entrepreneurs.
  • The Northeast is in need of a community renewal. I want to bring back the block parties and parades that we had growing up. I will invest in civic and community groups so neighbors can grow closer together. I will support and town watches to keep people safe. The Northeast used to be a tight-knit community where neighbors knew and cared for each other. I will fight to bring it back. I will also prioritize making the Northeast beautiful by physically cleaning up the litter, removing abandoned cars, cracking down on absentee landlords and ensuring renters abide by community standards. When the neighborhood looks beautiful, crime goes down. I will prioritize cleaning up Pennypack Park and beautifying the Northeast with public art and murals.

Urban renewal, which begins with robust public safety. I look at examples of cities that have been able to crack down on crime and want to replicate what they did here in Philly. If our government had one responsibility, it would be to keep us safe.

But making the Northeast safer is deeper than being able to walk around comfortably at night. If we have safer streets, more good people move to the Northeast and our neighbors will no longer flee. More businesses will want to invest in the Northeast, making it stronger.

I am a proponent of Broken Windows Theory - the idea that when the neighborhood is well maintained, crime goes down. I will focus on removing abandoned cars, litter and blighted prosperities to foster community renewal.

My parents. My dad ran into burning buildings and led people in life and death situations as a firefighter. I remember watching a fire blaze on TV and praying that he’d make it home alright. I want to model his courage, wisdom and strength.

My mom was an occupational therapist at Hahnemann and she helped people learn how to function again after traumatic injuries. She also worked as a special educator, helping kids with learning disabilities function in the world and catch up with their peers. Her kindness, attentiveness and nurturing nature and qualities I aspire to emulate.

Rocky - the story of Rocky, both the film itself and how Sly wrote it has inspired me since I was a kid. The film taught me about the values of resilience in the face of nearly insurmountable challenges, and especially taught me that success is only achieved through dedication and passion.
I believe this idea also pertains to aspiring public servants, how they should never give up and always fight for their home no matter how many obstacles they face.

Transparency and accountability. Many people have barely heard the names of the people who represent them, let alone met them. The first step in transparency and accountability is meeting the people. On the campaign trail, I have met with so many inspiring people, and I will continue to go out and knock on doors while in office. Additionally, I aspire to hold regular town halls and attend community meetings in order to interact with and hear directly from the people. Their stories are what will inspire and guide me as I work to represent them in Harrisburg.

If elected, I will be the youngest State Senator in Pennsylvania. I bring the fresh perspective of a new generation to the table. I am energetic, enthusiastic, and relentlessly hardworking. I am deeply passionate about representing the people of Northeast Philly, and will combine hard work and outside of the box thinking to get the job done.

Providing leadership, which means having a vision and working hard towards delivering on it.

My aspiration in life is to be a statesman of consequence. I aspire to deliver a tangible impact for my home. I want to bring hope to people, that the Northeast is going to get better and that political leaders can deliver real results. I want to model a new kind of politics and statesmanship and prove what my generation is capable of delivering.

I remember the 9/11 terrorist attacks from when I was 6 years old. I remember thinking about all the firefighters there and worrying about guys like my dad who might be trapped. I remember my mom lighting prayer candles and praying.

I interned for Sen. Frank Farry over the summer when I was going into 9th grade. I spent the summer assisting in constituent services and was introduced to a noble public servant who continues to be a great friend and mentor. I hope to be able to mentor more young people and introduce them to the beauty of true public service.

Demian by Herman Hesse. It was my most formative coming of age novel in college.

Collegial and collaborative, but ultimately it is the role of the legislature to check the power of the governor. Legislators should not shy away from pushing for bold and ambitious initiatives.

Sustainable economic growth, regional development of infrastructure, public safety. Pennsylvania needs forward thinking leaders who have the vision to prepare the state to lead the economy of the future.

Rising costs have pushed out small business and made it difficult for Pennsylvanians to afford basic necessities. Over the next few years, the Commonwealth needs to focus on supporting the economy and ensuring the people have a path toward financial stability.

Economic growth necessitates a focus on infrastructure and public transportation that interconnect regions of Pennsylvania, allowing for Pennsylvania to become more self-reliant and stimulating our economy.

Most importantly, however, is public safety. Our economic stability and regional development means little if we have to worry about our kids walking home from school and going outside at night. Getting tough on crime will be critical to creating a safer Pennsylvania and Philadelphia.

Not necessarily, but some background in governance and an understanding of history and economics is helpful. What is most important is understanding the interests of the district you represent. The primary goal of state legislators is to represent their districts and the people who reside with them.

Building relationships with other legislators is critical. More specifically, building relationships with legislators on the other side of the aisle is the only way that we can get results for Northeast Philly. I will never let partisan politics get in the way of a better future for my home.

As a candidate, I've been working hard to build relationships with current senators who I can hit the ground running if elected.

Growing up as a boy scout, I’ve always admired President Theodore Roosevelt. President Roosevelt was a tireless advocate for working families until the day he died. Though he was a fighter, he was also widely respected for being able to build lasting coalitions across party lines. His lasting concern for the American people and his political idealism continues to inspire me to this day!

Every story I hear while knocking doors reminds me why I decided to run. Just about every block I knock, neighbors’ cars are being broken into. I hear from single mothers who’ve lost their kids to fentanyl overdose. I hear from kids whose parents are dying from serious medical conditions while getting no help navigating the bureaucracy to secure the government benefits they’ve paid for their entire lives. I’ve met retired cops and firefighters who had to move back in with their kids because their pension hasn’t been raised in decades despite cost-of-living skyrocketing. Each of these stories fuels my drive in this campaign for the future of Northeast Philly. You are the reason I’m in this race. Your stories mean a lot to me and I will always be grateful for you welcoming me into your home and sharing them with me.

I am interested in serving on the Labor & Industry Committee, Education Committee, and Community, Economic & Recreational Development Committees.

Financial transparency and government accountability keep the government working for the people, and not for self interest. A lack of transparency and accountability breeds corruption and allows government officials to neglect their duties to the people. They are able to hide and therefore aid in their own personal gain.

As a State Senator, I will work to push for more financial transparency regarding campaign spending, district office spending, and internal Harrisburg spending. I will also push for government accountability by being extremely open with the people on why I voted on legislation, and sharing my visions and goals.
