Noecker received a bachelor's degree in social studies from Harvard College in 2005. Her professional experience includes teaching eighth grade in a public school in Baton Rouge, La. and recruiting teachers for low-income schools in Pune, India. She joined AchieveMpls in 2011 as the manager of business and nonprofit partnerships, and she became the director of outreach and partnerships in 2013.[1][2]

The city of St. Paul, Minnesota, held elections for city council on November 3, 2015. Because the city uses instant-runoff voting, there was no primary election. The filing deadline for candidates who wished to run in this election was August 11, 2015.[3][4] In the Ward 2 race, Sharon Anderson, Pat Fearing, Bill Hosko, Michael C. Johnson, Rebecca Noecker and Darren Tobolt faced off in the general election. Noecker won the race to replace incumbent Dave Thune, who did not run for re-election.[5]
