Three seats on the Oakland Unified School District Board of Education were up for general election on November 4, 2014.[1][2] No incumbents filed for re-election. Two candidates, Aimee Eng and William "Bo" Ghirardelli, ran for the District 2 seat, four candidates, Karl G. Debro, Nina Senn, Atiff Saleem Shakir and Cheri Spigner, ran for the District 4 seat, and two, Renato P. Almanzor and Shanthi R. Gonzales, ran for District 6.[3]

Eng won the District 2 seat, Senn won the District 4 seat and Gonzales won the District 6 seat.

Oakland Unified School District is located in Alameda County, California. The county seat of Alameda County is Oakland.[4] Alameda County is home to 1,578,891 residents, according to the United States Census Bureau.[5] In the 2011-2012 school year, Oakland Unified School District was the 14th-largest school district by enrollment in California and served 46,377 students.[6]

Demographics

Alameda County outperformed the rest of California in terms of higher education achievement in 2012. The United States Census Bureau found that 41.1 percent of Alameda County residents aged 25 years and older had attained a bachelor's degree compared to 30.5 percent for California as a whole. The median household income for Alameda County was $71,516 compared to $61,400 for the state of California. The poverty rate in Alameda County was 12 percent compared to 15.3 percent for the entire state.[5]

Voter and candidate information

The Oakland Unified School District Board of Education consists of seven members elected to four-year terms by specific geographic districts. There was no primary election, and the general election was held on November 4, 2014. The seats from Districts 2, 4 and 6 were up for election in 2014, and the seats from Districts 1, 3, 5 and 7 will be up for election in 2016.[1][2]

School board candidates had to file with their county elections department during the candidate filing period. The filing period began July 14, 2014, and ended August 8, 2014. To vote in the 2014 general election, voters had to register by October 20, 2014. Voters could request vote-by-mail ballots from October 6, 2014, through October 28, 2014.[8]

Endorsements

The Contra Costa Times/Oakland Tribune endorsed William "Bo" Ghirardelli (District 2), Nina Senn (District 4) and Renato P. Almanzor (District 6).[9]

Great Oakland Public Schools (GO) endorsed Aimee Eng (District 2), Nina Senn and Atiff Saleem Shakir (District 4), and Renato P. Almanzor (District 6).[10]

Campaign finance

Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[11]

Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[11]

According to the first pre-election reports submitted to the Oakland City Clerk for District 2, Aimee Eng reported a total of $23,768.95 in contributions and $4,569.73 in expenditures as of September 30, 2014. Campaign finance information for William "Bo" Ghirardelli was not available as of October 28, 2014.[12][13]

According to the first pre-election reports submitted to the Oakland City Clerk, candidates for District 4 reported a total of $50,991.70 in contributions and $21,657.80 in expenditures as of September 30, 2014.[14][15][16][17]

Issues in the district

District hires consultant for unaccompanied immigrant students

Up to 50,000 unaccompanied children have entered the United States since the fall of 2013, according to U.S. Customs and Border Protection. They are from El Salvador, Honduras, Guatemala and other areas of Central America, and few of them speak English or have any familiarity with U.S. society. Though many of them do not have refugee status, they do have a right under federal law to receive an education. Because of that, school districts are looking for ways to help them find legal help and other services so they can focus on learning.[20][21]

The Oakland Unified School District hoped to do that by hiring a support services consultant to focus on finding legal help for children who have arrived in the country illegally and to connect them to counseling, education and health services. The position was approved by the Oakland Unified Board of Education on August 13, 2014.[21]

This election shared the ballot with general elections for three U.S. House seats, several state executive offices, one state Senate seat and five state Assembly seats. It also shared the ballot with a number of municipal elections and other school board elections, as well as a parcel tax measure for the Oakland Unified School District.[2][22]
