Biography
Noel Frame was born in Battle Ground, Washington, and lives in Greenwood, Washington. Frame earned a B.A. in political communication in 2004 and an M.A. in political management in 2004, both from The George Washington University. Her career experience includes working as a legislative correspondent for U.S. Senator Maria Cantwell, a senior analyst for Lake Partners Strategy Consultants, a project manager, a communications and strategy consultant, and a director of policy and planning at BDS Planning & Urban Design.[1]
