Cleveland's campaign website highlighted the following issues:
“ |
Quality Education A critical decision before the 2017 Legislature will be to amply fund basic K-12 education (McLeary court case). We must fulfill our constitutional duty. Fighting for quality education, affordable college tuition and workforce development partnerships at local colleges has always been a priority of mine. Transportation Infrastructure While contentious politics got in the way, I still believe the I-5 bridge replacement is the single most important need our community faces. I will not give up until together, we can find a path forward for replacement of the antiquated Interstate. Affordable Housing I championed a bill to cut through red tape to allow citizens to seek affordable housing options and stay in their homes. I sponsored legislation to protect renters from unfair short-notice evictions that can have devastating impacts on children and families. Health Care It was important to put forward legislation to address needs of Medicaid patients to obtain care closer to home and correct an inequity for children who are victims of abuse. I passed a bill to focus on the rising out of pocket prescription drug costs and determining possible solutions.[7] |

Cleveland's website highlighted the following campaign themes:[9]
Education
- Excerpt: "One of the most critical determinants of a healthy community is access to quality education. I will fight for quality education, affordable college tuition and workforce development partnerships at local colleges."
Economic Growth
- Excerpt: "Job creation must be our top focus by promoting opportunities for local small businesses, while also moving forward in investment in transit and infrastructure. Every dollar invested in improving transit infrastructure spurs additional local economic development and growth."
Health Care
- Excerpt: "Quality health care should be available for all. Health also encompasses ensuring that an adequate safety net exists for residents in need, and our environment and quality of life are preserved for the future."

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.

Missed Votes Report

In March 2014, Washington Votes, a legislative information website, released its annual Missed Votes Report, which provides detailed missed roll call votes on bills for every state legislator during the 2014 legislative session.[12] The 2014 regular session included a total of 515 votes in the State House and 396 in the State Senate, as well as 1,372 bills introduced total in the legislature and 237 bills passed. Out of all roll call votes, 90 individual legislators did not miss any votes. Three individual legislators missed more than 50 votes.[12] Cleveland missed 39 votes in a total of 1017 roll calls. Cleveland responded to the number of missed votes. “I was excused from the Washington State Senate to meet a request by the Oregon State House of Representatives House Transportation Committee Chair to testify on a bill related to the replacement of the Interstate 5 Bridge between Vancouver, WA and Portland, OR. Given that this project was the single most important means of spurring new jobs and economic growth in my district and region, I felt it was imperative that I speak for my constituents and our state before the Transportation Committee in Oregon,” she said.[13]
