The city of Louisville, Kentucky, held partisan elections for mayor and city council on November 4, 2014. Republican and Democratic primary elections took place on May 20, 2014.[1] Thirteen of the 26 city council seats were up for election. These included Districts 1, 3, 5, 7, 9, 11, 13, 15, 17, 19, 21, 23, and 25.
Incumbents ran in Districts 1, 3, 5, 11, 15, 17, 21, 23 and 25. Districts 7, 9, 13 and 19, however, were open seats.
Minimum wage, natural gas and urban infrastructure were some of the key issues that shaped Louisville's 2014 election cycle.

Issues
Minimum wage
In September, the Louisville Metro Council began debating a proposal to increase the city's minimum wage from $7.25 to $10.10 per hour over the course of three years. The proposal sparked immediate debate. Supporters argued that the city's current minimum wage has fallen far behind cost-of-living increases and therefore needs to be raised, while opponents expressed concerns over how a wage increase might adversely affect local businesses and economic development.[2] The issue became a frequent topic of discussion amongst Louisville's 2014 municipal candidates.[3]
Natural Gas
Louisville's adopted operating budget for 2014 included a 2% increase in the cost of natural gas. Supporters of the plan, such as Mayor Greg Fischer, who originally proposed the increase, argued that it will generate new revenues that the city could use for funding public safety and youth programs. Opponents, on the other hand, noted that the fee increase will likely be passed on to consumers and will raise monthly utility bills.[4] As with minimum wage, the cost of natural gas was a recurring theme in Louisville's 2014 election cycle.[5]
Infrastructure
A third issue in Louisville's 2014 municipal elections was urban infrastructure. The topic made several appearances at candidate forums and debates. The conversation ranged from discussions over road and sidewalk repair to creating new bike lanes and green spaces.[5][3]
