Kelly Townsend (Republican Party) was a member of the Arizona State Senate, representing District 16. She assumed office on January 11, 2021. She left office on January 9, 2023.

Townsend (Republican Party) ran for re-election to the Arizona State Senate to represent District 7. She lost in the Republican primary on August 2, 2022.

Townsend also ran for election to the U.S. House to represent Arizona's 1st Congressional District. She did not appear on the ballot for the Republican primary on August 2, 2022.

Biography

Kelly Townsend served in the U.S. Navy from 1988 to 1992. Townsend earned a B.S. in human communications and a master's degree in infant and family practice from Arizona State University. Her career experience includes working as a manager of customer relations with U.S. Airways Group, Doula Program director with Ashland Community Hospital La Clinica Del Valle, as a manager with Hub Distributing/Miller's Outpost, and owning a business.[1][2][3]

The signature filing deadline for candidates wishing to run in this election was May 28, 2014. Cara Prior was unopposed in the Democratic primary. Incumbents Doug Coleman and Kelly Townsend defeated John Fillmore and Adam Stevens in the Republican primary. Coleman and Townsend defeated Prior in the general election.[9][10][11][12]

Townsend won election in the 2012 election for Arizona House of Representatives District 16. She and Doug Coleman defeated Jeff Davis and Judy Novalsky in the August 28, 2012 Republican primary. She won the general election on November 6, 2012.[13][14]

Townsend stated the following about her political philosophy in a bio submission to Ballotpedia:

"I believe in limited government, personal responsibility, free-market principles, deregulation of small businesses, American-made companies, and above all else, the rule of law. I am a Navy Veteran who swore an oath to protect and defend the US Constitution, and that oath did not end in 1992 when I was honorably discharged. I demand integrity and principled leadership of myself and my peers, and remembering where I have come from, I have a heart of compassion for the less fortunate. I expect top quality schools for my children and your children, and I will work to make sure common sense steps are taken to raise our standards and output in our schools. I am pro-life and pro-family, pro-second amendment, and pro-liberty. I am a Reagan Republican, but I put country ahead of party. I have pledged allegiance to this Republic and her Constitution, and I intend on voting accordingly. I look forward to representing you!"[1]

Medicaid expansion lawsuit

Kelly Townsend was one of the 36 Republican members of the Arizona State Legislature who signed onto a lawsuit brought by the Goldwater Institute in September 2013 against Arizona Governor Jan Brewer (R) over the expansion of Medicaid in Arizona under provisions of the Affordable Care Act.[17] Brewer announced her support for Medicaid expansion in Arizona in 2013, and by June of that year the legislature had passed a bill expanding Medicaid in the state .[18] In September 2013, the Goldwater Institute, a conservative think tank, filed a lawsuit seeking to block the law's implementation. They argued that the law contains a tax and its implementation under the control of the executive branch violates state laws enforcing the separation of powers.[17] In 2015, a Maricopa County Superior Court judge ruled against the 36 Republican lawmakers and the Goldwater Institute, saying that the law contains an assessment, not a tax. The Arizona Court of Appeals upheld the Superior Court's 2015 ruling on March 16, 2017.[19]
