The Federal Labor Relations Authority (FLRA) is an independent federal agency established in 1978. It regulates and administers collective bargaining agreements between the federal government and some of its civilian employees under the authority of the Civil Service Reform Act. The FLRA does not oversee bargaining agreements for employees of the U.S. Postal Service.[1][2]
