Shocked Arafat sends condolences to US people.
THE terrorist strikes swiftly brought a response from the world's leaders.Palestinian leader Yasser Arafat and his aides followed the events at his office in Gaza City.
"I send my condolences to the president, the government and the people for this terrible incident," said Arafat. "We are completely shocked."
The leader of the Democratic Front for the Liberation of Palestine, a radical PLO faction, denied that his group was behind the attacks.
"We are not responsible for this type of terror attack. We are against it," said Qais Abdel Rahim, the head of the DFLP in the West Bank.
Russian President Vladimir Putin expressed his condolences to the American people over the terrorist attacks, calling them "terrible tragedies."
In Berlin, Foreign Ministry officials held a crisis meeting, and Parliament's vice-speaker Anke Fuchs told MPs a "terrible catastrophe" had happened. Broadcasters broke into programming all across Europe and in Japan and India.
The Queen will be sending a message of sympathy to President Bush. She expressed her "growing disbelief and total shock" at the terrorist outrages in New York and Washington.
