1. INTRODUCTION
Athi Water Works Development Agency (AWWDA) is one of the nine (9) Water
Works Development Agencies (WWDA) established within the Ministry of Water,
Sanitation and Irrigation.

• Initially It was established in 2004 as Athi Water Services Board under the
Water Act, 2002 But later, it was transitioned to Athi Water Works
Development Agency in 2019 under the Water Act 2016.

• The broad mandate of the Agency is development of water and sewerage


infrastructure in the area of its jurisdiction.

• AWWDA area of jurisdiction includes the
counties of Nairobi, Kiambu and Murang’a
covering an area of 5,800.4km2 with a total
population of 9.3million people.

2. MANDATE OF THE ORGANISATION
The Agency is responsible for the development, maintenance and management of
water and sewerage infrastructure in the counties of Nairobi, Kiambu and Muranga
Counties covering 5,800.4Km2 with a total population of 9,320,287 people.

The core functions of the Agency as drawn from Water Act 2016 are:

Development, maintenance and management of National Public Waterworks


Operate the waterworks and provide water services as a WSP until asset handover
Provide reserve capacity for purposes of providing water services
Provide technical services and capacity building
Provide to the cabinet secretary technical support
3. STATUS OF AWWDA WATER SOURCES

Thika/Ndakaini Dam – Thika Dam, located 50km North of Nairobi. The Dam impounds water from

Mwagu Intake System Thika River, supplemented by flows diverted from the Kiama and Kimakia
Rivers. The Dam was constructed between 1989 and 1994
This is a recently completed project and will distribute water to Nairobi,

Northern Collector Tunnel – This 11.8km tunnel diverts flood water from Maragua, Gikigie and Irati Rivers

Population with access to safe water in AWWDA area of jurisdiction stands at 72.1%.
Access to sewerage services in Nairobi remain below 50%. Currently, the Agency has a
bulk water production capacity of 576,000 m3/day against a demand of 810,000m3/day,
and is expected to rise to 1,000,000m3/day by 2025.

Below is the status of water and sewer coverage across the three counties;

The deficit in the water demand-supply is continuously being addressed by AWWDA


through implementation of various programs/projects.

AWWDA PRIORITY PLANNED PROJECTS
1. THIRIRIKA DAM WATER SUPPLY PROJECT
The project seeks to supply an additional 40,000 m3/day of potable water to
Ruiru and Juja in Kiambu County and some parts of Nairobi County.
Thiririka Dam is to be constructed along the Thiririka River in Mundoro, Gatundu
South, Kiambu County.

PROJECT SCOPE
The conceptualized project scope includes:
• Construction of a 50m High Earth Fill Dam;
• Construction of a 40,000 m3/day Convectional Water Treatment Plant;
• Laying of approximately 60km of Raw, Treated and Distribution Pipelines (DN
700mm – DN 300m; and
• Construction of a 6,000 m3 concrete storage reservoir.

STEPS TAKEN BY AWWDA TO ENSURE PROJECT SUCCESS
To ensure smooth implementation of the project AWWDA has undertaken the
following:
• Undertaken Pre-Feasibility Studies and developed a Pre-Feasibility Report
• Started engagement with various stakeholder including Project Affected
Landowners.
• Requested the Korean Embassy in Nairobi for Grant Financing for undertaking
the Full Feasibility Study.

AWWDA PRIORITY PLANNED PROJECTS
2. MARAGUA 4 DAM
One of the projects identified by AWWDA (Master Plan, 2012) to help alleviate
the water supply short fall is the Maragua 4 Dam Water Supply Project.
Maragua 4 Dam is located 350m downstream of the confluence of Maragua
and Gikigie Rivers, to supply water to Nairobi, Thika and Murang’a South.
The project seeks to increase Water Supply to Nairobi and Satellite Towns by
120,000 m3/day and Murang’a South by 20,000 m3/day. The supply areas for
Murang’a South are Sabasaba, Kabati, Maragua Town, Makuyu, Kenol and
Kaharati areas.

The project scope includes:
• A homogenous Earth Dam 100m High, with a crest length of 648m;
• South Mathioya River Diversion Tunnel, 3m Diameter, 3km length
• 2No. Water Treatment Plants –
• WTP1: 120,000m3/day (to serve Nairobi & surrounding counties)
• WTP2: 20,000m3/day (to serve Muranga County)

• Raw & Treated Water Transmission Mains, 163km, DN1200-400mm;


• 6 No. Concrete Reservoirs

STEPS TAKEN BY AWWDA TO ENSURE PROJECT SUCCESS
To ensure smooth implementation of the project AWWDA has undertaken the
following:
• Engaged a Consultant to carry out Preliminary Designs, Resettlement Action
Plan (RAP) and Livelihood Restoration Plan (LRP)
• Started engagement with various stakeholder including Project Affected
Landowners.
• Exploring various financial models such as PPP and EPCF for project financing.

3. NORTHERN COLLECTOR TUNNEL 2
Among the identified water sources for Nairobi is the Northern Collector Tunnel
Phased 2 (NCT 2) estimated to dekiver 184,000m3/day by abstracting flood
waters from North Mathioya, Githugi, Hembe and South Mathioya Rivers.
NCT 2 targets to supplement the NCT 1 – Kigoro & Ngethu Water Treatment Plant
– Gigiri System.

PROJECT SCOPE
The project scope includes:
• A 13km long tunnel, 3m in diamater;
• 4 No. River intakes structures along the Rivers North Mathioya, Githugi, Hembe
and South Mathioya
• A 50m deep, 4m diameter shaft next the Hembe intake
• Maragua Otfall Structure;

4. RUIRU 2 DAM
The project seeks to supply an additional 40,000 m3/day of potable water to
serve over 300,000 residents within Ruaka, Kiambu Town, Karuri and environs.
The site of the dam is on the confluence of Ruiru and Bathi Rivers in Githunguri,
Kiambu County.

The conceptualized project scope includes:
• Construction of a 55m High Earth Fill Dam;
• Construction of a 40,000 m3/day Convectional Water Treatment Plant;
• Laying of approximately 30km of Raw and Treated Water Pipelines; and
• Construction of 2 No. concrete storage reservoirsw, a 10,000m3 in Karuri and a
10,000m3 in Kiambu .
