Professional competencies, according to Gajardo and De Los Rios (2013), have become strategic aspects in improving professional
capacity to respond to work effectively and efficiently and to produce expected results. The key to school improvement is school leadership, and
principals are required to show bottom-line results and make data-driven decisions (Hess & Kelly, 2002).
Despite receiving preparatory training at institutions of higher education or having prior administrative experience, principals often lack
the skills, knowledge, and dispositions required to meet the demanding challenges posed by their multifaceted leadership roles
Based from the consolidated development needs from fifteen (15) School Heads of Lubao East District, it showed that 13 of them have
difficulty in developing action/applied research, which is vital competency among School leaders. Hence, there is a need to conduct Capacity
Building for School Heads.
And, with the National Adoption and Implementation of Philippine Professional Standards for School Heads as stipulated in Department
Order no.24, series 2020, the Department of Education emphasizes the relevance of professional standards in the ongoing professional
development and progress of school leaders based on career long learning principles.The Department of Education maintains that high-quality
student learning is dependent on high-quality teachers who are supported by high-quality school leaders.The problems posed by many national
and international frameworks, including as the K–12 Education Program, ASEAN integration, globalization, and the changing nature of 21st
century learners, necessitate a demand for a reconsideration of the National Competency Based Standards for School Heads.
