II. RATIONALE

The Philippines, being one of the oldest republic and democratic institution in Asia, recognizes
the vital role of the youth in nation building. As manifested in the 1987 Philippine Constitution, Article II,
Section 13, “the State recognizes the vital role of the youth in nation-building and shall promote and
protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth
patriotism and nationalism and encourage their involvement in public and civic affairs.” Through this,
the constitution acknowledged the youth as one of the most important parts of the society.

Being constitutionally recognized, the voices of the youth became powerful as they engage
themselves in social transformation and involve in addressing various issues in the country such as;
youth rights, students’ welfare, human rights, graft and corruption and change of governance. They
have also responded to these issues through unique ways. These ranges from approaches that are
more conservative like changing the system through peaceful means, or the radical way of
overthrowing it by joining the armed struggle. These reasons may however vary as effects of lack of
proper attention or sensitivity to their needs, internal and external distractions like confusion due to
many crises such as; socio-economic and political conditions, environmental-health conditions,
employment and labor issues, and the degradation of morality and values due to rampant proliferation
of sex, drug addiction, and violence in the media. Furthermore, the continuous disintegration of the
family structure due to constant migration may also aggravate this situation.

Given these social maladies, hopelessness has been the foremost concern that true
leadership, good governance, and proper education must address; or worst, the youth will continue to
be vulnerable to the false hopes and become in-conflict-with-law.

One of the best possible solutions to this is to tap the educational system by promoting good
values and the culture of peace among the youth while they are in schools. As a backbone of a strong
nation, schools were established to provide avenues where every young individual could learn the basic
and advance formal education that will prepare them for a better life in the future. It is where leaders
were molded to become icons and founders of a strong nation; an institution that is responsible in
transforming every child as an empowered citizen regardless of his/her race, religion, and culture; an
institution that encourages every youth to harness their character by being respectful individuals; and

an institution that is champion in advocating peace by promoting a peace-loving culture among the
students.

There is a need for the Philippine education system to promote and spread out the culture of
peace among the schools in the country. In the context of the Department of Education (DepEd), it has
declared through the Department Order 44 on 2005 that it “affirms its commitment for the children by
declaring the ‘Schools as Zones of Peace’.” Although it has mandated “to make necessary actions to
make all schools a place where children can receive utmost security and peace” there are still no visible
indication that it is being implemented like integrating peace in the school curriculum or subjects, which
will provide more impact to the students.

As an alternative and to support the Department of Education in the area of Davao de Oro in
strengthening this commitment, the Youth for Peace Movement Davao de Oro, being the leading
organization that advocates peace in the Province, intends to tap the Secondary Schools of all
municipalities with the help of the Office of the Presidential Adviser on the Peace Process (OPAPP), to
empower and strengthen the leadership abilities of the student-participants, provide information on the
peace situation in the province, aware them about violent extremism, and encourage them to take part
in the peace process, to establish the culture of peace in the schools, through an activity entitled 4th
Campus Peace Symposium (CPS) 2022.

III. SUMMARY

The 4th Campus Peace Symposium (CPS) 2022 is a one-day activity where leaders of different
student organizations will be convened in selected Secondary Schools of Davao de Oro. Beneficiary
Schools will be chosen by the YFPM Davao de Oro, prioritizing those that has the most number of
students and are situated in conflict-affected areas. There will be series of lectures and interactive
discussions focusing on leadership, role of the youth in nation building, situation of the peace process,
understanding of the cultural diversity in the province, and the fight against drugs and criminality.

Moreover, the students will also be educated on how they can help address issues concerning
the youth and other social issues that hampers the attainment of peace in the province through lecture
of relevant topics.

Workshops, Small Group Discussions and other interactive activities will also be conducted to
gather the students’ views on the ongoing campaign of the national government to achieve peace and
development in the country, as well as plan-out activities which they will implement in support to the
peace-building efforts of the government. Team building activities as such shall also steer the activity to
boost the solidarity and leadership ability of the participants.

At the end part of CPS, the participants will signify their commitment to uphold peace not only
in their schools but also among themselves and their communities. They will also have the chance to
Register as candidate participant to the upcoming Youth Leadership Summit that will be held annually
in their respective municipalities.

IV. OBJECTIVES

Along with the organization’s objectives, the program seeks to save:

1. The government in its fight to protect the students from the CTG influence and
recruitment;
2. Students on current issues in the country and how they can support without using
violence;
3. Them as advocates and conduits of peace and order in their respective Schools; and
4. Students to participate in nation-building and preventing CTG recruitment in schools.

V. STRATEGIES AND METHODOLOGY

The overall undertaking may be carried out, following the general concept of Promote & Plan,
Prepare, Execute and Evaluate.

Promotion and Planning - this stage is the selling-off to identified partner organizations and
agencies the concept of youth empowerment in nation building and peace agenda in order to gain their
commitment and support. Collaboration and partnership with agency and organizations are formed. A
Technical Working Group (TWG) composed of YFP, AFP, LGU, and DepEd shall be organized to
develop strategies, concept of implementation, and other requirements in organizing the Campus
Peace Symposium.

Preparation - during this stage, the YFP and DepEd will identify 55 vulnerable Schools who
will be the target of the activity. Afterwards, the SSG of beneficiary schools will select 100 participants
according to the qualifications set by the TWG. Preparation of logistical requirements, ground
preparations and promotional activities will start, while Facilitators Training shall be carried out to equip
the facilitators with necessary skills, and prepare other activities needed for the smooth implementation
of the activity.

Execution - this phase is the actual conduct of Campus Peace Symposium to selected
beneficiary schools. During this stage, various lectures and activities will be catered to the
participants to fully attain the activity’s objectives.

Evaluate - during this stage, the Campus Peace Symposium has already culminated,
and the participants have already evaluated the activity through survey questionnaires. The
facilitators and organizers shall meet on an agreed date to assess the evaluation of participants
and collect personal comments to improve the activity design and implementation on the next
year.

VI. TASK ORGANIZATION

YFPM Coordinate with the respective Army and PNP units on the lectures they are tasked to

Provide guidance to respective Sub-units on the planning, implementation and after activity
monitoring of schools conducted with CPS.
Provide lecturer and PowerPoint Presentation on the assigned topic during the

Provide transportation support to organizing team.
Provide security on the implementation of CPS to conflict-affected areas;

school/s conducted with CPS.

• Support the logistical requirement of the CPS in Tertiary Schools.
• Provide guidance to respective Sub-units on the planning, implementation and after
activity monitoring of schools conducted with CPS.
PPO-DdO
• Provide lecturer and PowerPoint Presentation on the assigned topic during the
implementation of CPS
Approve the conduct of CPS to identified Secondary Schools in Davao de Oro.
DepEd Circulate Memorandum Order on the implementation schedules of CPS.
Provide technical and operational support to SSG.
• Encourage Sangguniang Kabataan and LGUs on the planning, implementation and
DILG after activity monitoring of respective schools conducted with CPS through circulation
of Memorandum Order.
• Support on planning, implementation and post activity monitoring of schools
Sangguniang conducted with CPS.
Kabataan • Serve as one of the Group Facilitators during the implementation.
• Support the logistical or possible fund requirement of the CPS in Schools.
PIA Davao de • Support on the promotion of the activity through multi-media platforms.
Oro • Support on creating messaging of each lecture.
• Legwork the implementation of the activity in the assigned school.
• Coordinate with YFPM Officers and SSG Advisers for the implementation of the
SSG
activity.
• Serve as Point Person per school.

VII. EXPECTED RESULTS

This activity will inculcate positive values and develop a character-based leadership among the
student-participants. It will awaken them of their role in the peace process, peace building, and

countering violent extremism towards the development of the province. It will instill them the values of
peace and provide information which concerns them as part of a vulnerable sector in the society. It will
train them in organizing peace-building activities in their schools, and finally, establish a new
organization that will become an avenue of every peace-advocate student to help the province attain
peace.
