I. INTORODUCTION

Today, we face new dawn in the Philippine government. As we welcome the
new administration in all government agencies, we continue to rise from the
adversities brought by the pandemic. The DepEd with its new Secretary, the
Honorable Vice President Sara Z. Duterte ensures the continuity of the
implementation of the Basic Education Development Plan (BEDP) 2030 along with
its reforms.
Pantar National High School anchored its Learning Continuity Plan for the SY
2022-2023 to the BEDP 2030 and Division Education Development Plan (DEDP) by
achieving the three goals: achieved universal participation; improved learning
outcomes; and improved School-Based Management level of practice.
All plans for the opening of SY 2022-2023 will evolved in achieving the three
goals alongside with its strategic plans.
Situational
Pantar National High School is the only secondary school located in Pantar
which houses diverse learners from the 21 barangays of the town and even the
neighboring towns of Balo-i, Saguiaran, and Marawi City. The enrollment trend is

still increasing so the school need to adopt strategic plan to cater all the learners
who will be coming to school for the Face-to-face Classes.
Technological
With the current trends in the delivery of the curriculum, the school
maintains its goal to provide quality basic education by adopting the available
technological resources in the school and the community. The teachers utilized the
laptops/tablets available in the school for effective delivery of the curriculum.
Furthermore, Self-Learning Modules are also used align with video lessons and
online communication like the use of FB Messengers, G-Meet, MS Teams, G-
Classroom, and the like.
For the SY 2022-2023, Face-to-face classes will be conducted and all available
technological resources in the school will be utilized such the computers, laptops,
tablets, and even online research in the LRMDS center and library will be open to the
students.
Economic
Pantar is a 5 th Class Municipality. The economic status of the people mostly is
in the poverty line. Majority of the learners are Conditional Cash Transfer (4Ps)
recipients. Some parents are farmers, and some are small time entrepreneurs.
Educational support to the learners from the parents is mainly minimal.
Environmental
The school is situated along the National Highway (Amaipakpak Avenue)
which is very accessible to public transport. It is surrounded by residential houses
and the Pantar Central Elementary School and Pantar Islamic Institute respectively.
School supplies store and computer centers are also situated in front of the campus.

POLITICAL
Through the leadership of our local chief executive, the LGU has expressed
their full support in the new normal of the delivery of education in our school. They
commit to support all the programs and activities of the DepEd amidst the
pandemic. Furthermore, the barangay chairman also expresses his support in all the
school activities.

II. METHODOLOGY AND PRINCIPLES
A. METHODOLOGY
Pantar National High School Enhanced Learning Continuity Plan (ELCP) is
based on the primary mandate of the Department of Education which is to provide
responsive and relevant basic education to all learners and to continue
implementing this mandate despite the adversities brought about by the COVID-19
pandemic.
Part of the preparation of this school ELCP is the conduct of series of
conferences, meetings and consultations of the school internal and external
stakeholders. The strategy consists of three phases, namely: School Readiness,
Operationalization/Implementation and Monitoring and Evaluation. Below are the
different activities that will be conducted in each phase.

III. LEARNING STRATEGIES AND MODALITIES
A. Compressing the K to 12 Curriculum to the Most Essential Learning
Competencies (MELCs)
As a response to the challenges caused by the COVID-19 pandemic, the
Department of Education (DepEd) made numerous adjustments just to ensure that
“Education Shall Continue”. One of the remarkable initiatives made by the
Department is the condensing of the learning competencies in the curriculum guide
by 60% and choosing the most essential ones to be focused for SY 2020-2021.
The total number of original competencies has been reduced from 14,171 to
5,689. This composes the Most Essential Learning Competencies (MELCs) covering
all learning areas from Kindergarten to Grade 12 excluding the TVL specializations
in Senior High School.
The MELCs is believed not only to serve as an intervention to be implemented
in the time of the COVID-19 pandemic but also as a response to the findings of the
curriculum review directed by the Secretary in 2018 that there are overlaps and
congestion in the curriculum. The Department believes that the MELCs initiative will

underscore the provision of learning activities and development and production of
resources.
As stipulated in the DM-CI-2020-000 with the subject, Clarification on the Use
of Most Essential Learning Competencies (MELCs) and Other Related Issues dated May
6, 2020, the field is hereby encouraged to utilize the MELCs as basis in the crafting of
instructional plans and activities to guarantee provision of quality education to our
learners in varied learning delivery options.
However, the DepEd-Division of Lanao del Norte prefers to make use of the
first version of the MELCs released by the Central Office, the Essential Learning
Competencies (ELCs) with the underlying reason that most of the competencies in
the MELCs are found to be too broad and general in contexts, thus, unpacking is still
needed. Hence, this Division with the strong recommendation of the DepEd-Region
X, prefers to use the ELCs as basis in the delivery of instructions for this school year.

B. LEARNING DELIVERY OPTIONS
Our school has conducted a survey (LESF) to determine the appropriate
Learning Modality to be employed and to determine the unavailability of resources
such as laptops, cellular phones, internet connection, radio and television sets
possessed by teachers and learners. Pantar NHS adhere to adopt the modalities set
by the Department of Education-Division of Lanao del Norte, applying the scheme of
sectioning and/or grouping of learners according to neighboring puroks, sitios to
address the financial scarcity in the provision and production of self-learning
modules. The school will have the limited face-to-face classes from August 22, 2022
to October 31, 2022, and full blast face-to-face classes from November 1, 2022
onwards.
B.1 Modular Distance Learning,
Is a learning in a form of individualized instruction that allow learners to use
self-learning modules (SLM) in print or in digital format/ electronic copy, whichever
is applicable in the context of the learner and other learning resources like learners
materials, textbooks, activity sheets, study guides and other study materials. This
modality can still be used on the first phase of the opening of SY 2022-2023.
B.2 Learning Materials
Self-Learning Modules (SLM) shall be provided to our learners as
performance output in distance learning modality. Arranged by competencies
wherein learner will use a learning material as she/he will study with the guidance
and assistance of the parents at home. Individual learning plan shall also be
provided to the learners that will guide her/him in her daily learning engagements.

D. STRATEGIES
To effectively implement the face to-face classes, the school will adhere to the
strategic planning provided in the School Improvement Plan. The School Head will
work hand in hand with the internal ang external stakeholders to achieve the goals of
the school. School Monitoring and Evaluation will be activated to ensure that Access,
Efficiency, Quality, and Governance are all good. Regular meeting by the teachers will
be conducted to review all the activities for the school year.
E. ASSESSMENT
The learning outcomes in the form of knowledge, skills, attitudes, and values
will be assessed using the existing guidelines on classroom assessment (DepEd
Order 8 Address:

assessments. The schools, through the teachers, shall have Learning Assessment
Agreement (LAA) with the learners through their parents wherein the instructions,
modalities, grading system and date of assessment are reflected.
The learners shall have portfolios/ e-portfolios which contain the
activity/journal notebooks (for formative assessment), records of their written
works (unit or long quizzes), quarterly assessments and record of their
performances/products (authentic assessment) whether hardcopy, softcopy or a
combination of these. The performances/products will be assessed using rubrics
that capture the evidence of learning. Teachers will prepare rubrics in assessing the
products/performances of the learners. Testimonies of parents and other adults
including community leaders aside from teachers may also be considered in the
assessment as agreed by the school and parents or facilitators. These testimonies
will be assessed using rubrics and shall be reflected in the LAA.
Where face-to-face learning and blended learning modalities are used, written
works and quarterly examinations will be administered either through online or
printed materials. For online assessment, the teachers and learners in groups will
set dates for the assessment periods. While for the face to face learning, the teachers
will set the date of the tests by batch (set of 10 learners) based on agreed location
(school or learning centers in purok or barangay) using the printed assessment
tools.
IV. Anchoring on Sulong Edukalidad and Bridging into the Future
The school is anchored and adhered on the Department of Education –
Division of Lanao del Norte initiatives on the implementation of its programs,
projects, activities to foster QUALITY learning and to address the remaining ACCESS
gaps and ensuring EQUITY for all the learners across the province for sustainable
survival. Unfortunately, this year’s educational focus of the academe was interrupted
due to the harsh effect of the Corona Virus Disease (COViD-19) pandemic that brings
great disturbance in the educational preparation of the division and even affecting
entirely the lives of everyone in terms of economics, technology and livelihood in the
localities where the learners get support for their education.

The Learning Continuity Plan is designed to provide a coordinated and
practiced response to enhance efforts in controlling the impact of disruptions and
continue to conduct essential critical activities either online, offline and via printed
materials delivery modes to the learners and even physical preparedness of the
teaching and non-teaching personnel, disinfection of physical facilities and the
regular convergence of external stakeholders in the entire province. The LCP is
collaboratively done so that everyone is ready to face the unpredictable challenges
and will survive in the New Normal.
