A BILL
To prevent recipients of Federal funds from providing, or
assisting in the provision of, legal representation to aliens
unlawfully present in the United States, and for other
purposes.

1 Be it enacted by the Senate and House of Representa-


2 tives of the United States of America in Congress assembled,
3 SECTION 1. SHORT TITLE.

4 This Act may be cited as the ‘‘No Taxpayer


5 Funded Lawyers for Illegal Aliens Act’’.

1 SEC. 2. FINDING.

2 Congress finds that United States taxpayers’ dollars


3 should not be used to cover or subsidize the costs of legal
4 representation for any alien who is unlawfully present in
5 the United States.
6 SEC. 3. FEDERAL CONTRACT DEFINED.

7 In this Act, the term ‘‘Federal contract’’ means any


8 contract entered into by the United States and with the
9 Federal Government, including any contract to which any
10 agency or instrumentality of the United States Govern-
11 ment becomes a party pursuant to authority derived from
12 the Constitution and the laws of the United States.
13 SEC. 4. FEDERAL FUNDING LIMITATIONS.

14 (a) IN GENERAL.—No Federal funds received pursu-


15 ant to a Federal contract, grant, loan, or cooperative
16 agreement may be used for any organization that provides
17 legal representation or legal orientation services (as de-
18 scribed in section 235(c)(4) of the William Wilberforce
19 Trafficking Victims Protection Reauthorization Act of
20 2008 (8 U.S.C. 1232(c)(4)) for aliens unlawfully present
21 in the United States who are placed in removal pro-
22 ceedings.
23 (b) STATE AND LOCAL RECIPIENTS.—No State, unit
24 of local government, or territory of the United States that
25 receives funds from the Federal Government may use or
26 allocate such funds, or provide any other form of assist-

1 ance, to any legal defense fund for the representation of
2 aliens unlawfully present in the United States in civil pro-
3 ceedings.
4 (c) LIMITATION.—Subsections (a) and (b) shall not
5 apply with respect to any funds used for the legal rep-
6 resentation of child trafficking victims.
7 SEC. 5. PROHIBITING LEGAL ACCESS AT THE BORDER PRO-

8 GRAM.

9 No Federal funds may be used for the Legal Access


10 at the Border program or solicitation number 15JE1R-
11 22-PR-0098 or any successor program or solicitation.
