A BILL
To limit the availability of Federal financial assistance for
entities that aid or facilitate illegal immigration, and
for other purposes.

1 Be it enacted by the Senate and House of Representa-


2 tives of the United States of America in Congress assembled,
3 SECTION 1. SHORT TITLE.

4 This Act may be cited as the ‘‘Blocking Assistance


5 and Resources to Restrict Illegal Entry and Residency Act
6 of 2024’’ or the ‘‘BARRIER Act of 2024’’.

1 SEC. 2. LIMITATION ON FEDERAL FINANCIAL ASSISTANCE

2 FOR ENTITIES THAT AID OR FACILITATE IL-

3 LEGAL IMMIGRATION.

4 Beginning in the first fiscal year that begins after


5 the date of enactment of this Act, an entity (including a
6 nongovernmental organization and a corporation) is ineli-
7 gible to receive any Federal financial assistance (as such
8 term is defined in section 7501(a)(5) of title 31, United
9 States Code) if the entity aids or facilitates the entry of
10 aliens into the United States in violation of the immigra-
11 tion laws (as such term is defined in section 101 of the
12 Immigration and Nationality Act (8 U.S.C. 1101)), in-
13 cluding by providing, promoting, or advertising, transpor-
14 tation, shelter, financial support, or legal assistance—
15 (1) to aliens attempting to enter the United
16 States in violation of the immigration laws; or
17 (2) to aliens who are present in the United
18 States without lawful status under the immigration
19 laws.
