I. RATIONALE:
Briefly state your office mandate and its need to implement Organizational and Professional
Development for Non-Teaching Personnel (OPDNTP) programs, activities, and projects.

In 2016, the Department of Education issued DepED Order No. 10, “Policy and Guidelines on the
Comprehensive Water, Sanitation, and Hygiene in Schools (WinS) Program.” This is to improve
access to adequate water supply, functional toilets and effective hygiene promotion. This is in
recognition of the importance of WASH in schools in achieving the learning outcomes for our children.
The goal is to ensure a safe and conducive learning environment in school and enable children to be
in best condition to participate and learn in school.

Conforming to DepEd Order N. 10 s. 2016 and DepEd Order N. 14 s. 2020, the school aims to focus
on the standards for the promotion of a clean and safe school environment and correct hygiene and
sanitation practices among learners. Reduces morbidity and mortality among school children that stem

from poor hygiene and sanitation practices and the lack of safe water and sanitation facilities.

II. PROPOSED OPDNSP ACTIVITIES FOR FY 2021

To ensure the safety, health and well-being of learners as well as the teachers and other
personnels, DepEd issued on the Guidelines on the Required Health Standards in Basic Education
Offices and Schools (DepEd Order # 14 s. 2020). Schools are all encouraged to comply with the
standard set out in the WinS Program which is the forefront in preventing the spread of the COVID-
19 Virus.

While Schools are currently closed, infrastructure and other mitigating measure should be in
place for safe school physical reopening and operations.

as COVID-19 Virus by developing proper hand-washing skills.

3.To train children on appropriate hygiene behaviour change approaches;


4.To explore children on various child-friendly WinS facilities;
5.To achieve the effective monitoring and evaluation of WinS for accountability and sustainability;
6. To attain the 3 star approach.
