Subject: Preparation of Quick Substitution List for deferrals and retrieval of Vaccine
Vials

The Department of Health, as the lead agency in the country’s COVID-19 response, is
tasked to facilitate and manage the allocation of donations and development assistance in
support to the pandemic response.

As per Department Memorandum No. 2021-0114, Guidelines on the Management and

Administration of the Initial 600,000 Donated SARS COV-2 Vaccine (Vero Cell) Inactivated
CoronaVac (Sinovac) Doses, allocation and quick substitution shall ensure following the sub
prioritization framework wherein the order of priority for scheduling and vaccination shall start
with hospitals, then community based facilities, Priority A1 workers in different regions based on
geographic risk. Priority hospitals have received the allocated vaccine based on the approved
masterlist submitted by the facility.

In case of low vaccine uptake due to deferrals, health facilities shall make the vaccines
available to eligible populations based on the submitted and approved Quick substitution list.

1. To minimize vaccine wastage, implementing units/vaccination sites shall prepare a Quick

Substitute List (QSL) in cases of deferrals of the initially identified eligible recipients of
the vaccines.
2. QSL shall only include eligible recipients within the same facility only and not from other
facility.
3. All vaccinated QSL shall be entered in the master list and shall be submitted to the
Regional Vaccination Operation Center (RVOC) at [email protected].
4. All vaccine vials that will not be administered until 3:00 PM on SATURDAY, March 13,
2021 will be retrieved by CVCHD personnel at the health facility and will be subject for
reallocation.
5. All Implementing units/vaccination sites shall submit the total number of unused or
remaining vaccine vials (unsure recipients) until 5:00 PM on SATURDAY, March 13,
2021 for the preparation of retrieval and reallocation plan of the Region on SUNDAY,
March 14, 2021.
