Scope A. All applicable provision of the contract general conditions , technical data & design requirements of the electrical works mentioned here in-after shall be deemed part of this section . All labours , materials , appurtenances , tests , equipment and necessary services required to complete all the electrical work as indicated on the drawings & as specified here in-after are part of this contract .

Regulations and standards A. Electrical works shall be carried out in accordance with the following specifications and regulations or the latest issues of codes of practice and standards. 1. Regulations for Electrical installations ( IEE wiring regulations ,16 th , edition ) issued by Institute of Electrical Engineers , U.K, where not in contradiction with the Local codes of practice and Regulations here in-after referred to as Regulations 2. 3. General conditions and specifiacations for electrical installation in building issued by the Egyptian Housing Ministry . Conditions and practices enforced by the local Electrical power Authority for the supply of power to H.V. equipment .

4. Fire Fighting protection code ( NFPA - 13th edition)(ANSI-c5.1) B. Equipment and materials supplied for this project shall conform to the standards and / or requirments issued by the following organization and in same order of references listed below : 1 2 International Electro-technical Commisssion (IEC) or as strictlyspecified under the particular clauses of the specifications . VDE,DIN , BS , NEC or other internationally reputable standards where not in contradiction with the IEC .

A.

The required work will all be executed in the best and most through manner under the direction of & to the satisfaction of the consulting engineer who will interpret the meanings of the drawings & specifications and who will be authorized to reject any work and / or materials which in his judgments are not in full compliance therewith or not done in a professional manner . The contractor is held responsible for his work until its completion & final acceptance . He is responsible to replace any of the defective materials , equipment .... etc or which may be damaged, lost or stolen , by the same , without any additional cost to the owner . The contractor shall put his work in place as fast as possible , he shall keep a complete qualified engineer in charge of the work full time - who is to have 15 years of experience & 5 years experience , at least , with similar projects , his qualifications are to be submitted to consulting engineer for approval , official interview is essential too & ensure providing the facility of work , work inspection by the consulting Engineer in concern Except for such changes made or approved by consulting engineer all work must be in full accordance & compliance with the intent of the design drawings & specifications , complete in every way , satisfactory , efficient and ready for proper operation when delivered to the owner . Electrical contractor must guarantee that the materials supplied & the workmanship of this contract will be of the best quality All equipment will be installed in a practical & first class mode of installation , operate properly , and that nothing is been omitted in the way of labour and / or materials required to do so . It is imperative to the owner to ensure maintenance and availability of spare parts in the future . To do so , most of the systems & equipment should be manufactured by one manufacturer . In such a case where some of those systems or equipments are manufactured by more than one manufacturer, it is recommended that the contractor should use compatible equipment that matches the requirement of this paragraph. Manufacturers of the equipments , materials and systems called herein--after must have at least 10 years experience in manufacturing of these equipments . Equipment should be of the letest production & not to exceed 2 years . Local agent should prove that he has the same experience & has engineers & technicians capable of carrying out the required maintenance & repair .

Wherever substitutes for manufacturer's standard quality (model umber, type... etc . ) of any equipment which will be approved equal to other manufacturer's standard quality other aspects should be considered such as space requirments appearance, availability &flexibility ...etc. to do so , the contractor will have to submit all necessary information to the consulting engineer to enable him to evaluate the degree of acceptability of the proposed substitutions .

I.

Contractor workforce i.e. individuals , technicians and foreman should be fully experienced in their fields and used to the highest class of general contracting works at an international level of professioncy. This workforce will be under the contractor 's site Engineer 's supervision . Contractor will have to submit a daily log book and a site construction schedule for his works showing material delivery dates to site , installations and testing date before acceptance of his work as well as testing and commissioning schedule .

Setting out the work A. The contractor will set out work and will be responsible for the accuracy of the positioning of all main plant & plant bases. Contractor will be responsible for any errors caused by any inaccurate setting out & is to remedy at his own expense . Due to site construction conditions , position & locations of electrical equipment shown in the design drawings may not be necessarily accurate . Exact positions and locations should be checked with incorporated in the shop drawings & discussed with the consulting engineer before commencement of installations . Should any points or equipment locations on a drawing be omitted from the schedules the contractor should take this to the consulting engineer in time of tender for a decision making .

Coordination of Electrical Work A. Contractor will be responsible to coordinate all engineering system so that each will be installed in such a manner and technique so that proper function & adequat fixing to the new existing duct , pipes ....etc , is ensured . Amendaments to the contractor 's installation drawings as a consequant of the coordination of the varies works shall be made by the contractor concerned prior to their submittal to the consulting engineer for approval . All site shop drawings & engineering work should be carried out by qualified draftsman under the supervision of a competent engineer having previous experience in this field . The contractor should submit a daily log book and a weekly progress report and keep record for this and / or any changes , approved modifications & all the received instructions to be ready for the Engineer's review & follow up . A copy of those documents should always be ready & present at the project site . Electrical contractor shall examine the mechanical , plumbing , elevators ,kitchen , pantry and the laundry equipment supplier's plan and their materials and construction field schedules and load charts after they have been reviewed by the consulting engineer . It is the electrical contractor's responsibility to be familiar with the actual equipment and loads which will be powered so that

starter's relays and all other protection systems are designed and supplied for proper function before submitting his shop drawings for review or ordering his materials . In case of any discrepancy between what is required for proper function and for specification design drawings , It should be understood that if the electrical contractor does not bring this discrepancy to the consulting engineer attention for review prior to any delivery to the site, it shall then be the electrical contractor's responsibility to correct any discrepancy on his own expense . 6. Delivery , packing & storage Instruction A. Any defected item being cracked , damaged ... etc , will be rejected on site if delivered . Replacement will be on the contractor's own expense . During field work progress , all open ends of pipes , insulated cables & equipment which may be damaged by the surrounding atmosphere e.g . dust , humidity... etc. should be capped and / or protected by an adequate cover before installation or else will be rejected . All equipment , measuring instruments , materials ....etc . should be delivered on site in a completely new condition , properly packed and protected from any mishandling or / adverse weather . It should be reserved in its packing cases unitl installation in its respective place . Fragile items are to be specially packed in suitable cases and or boxes clearly marked "FRAGILE " and / or " HANDLE WITH CARE " .

Samples & catalogues A. Samples & catalogues of the following items are to be submitted to the consulting engineer for approval before delivery on site : 1. 2. 3. All types of conduits , wires and cables . Switches , sockets , push-buttons ...etc & ceiling and wall boxes . Pull & junction boxes , terminal boxes of different kinds (PVC, steel ...etc . )

Instruction Manual Books & Pamphlets A. The contractor has to submit one original ( file ducomentations at least ) of the instruction book , bulletin or pamphlet to the consulting engineer and another copy to the field for installation purposes . Instruction book should cover all technical information about equipment, It is to provide a complete information for installation , operation , maintenance , spare parts list & trouble shooting of the equipment if it happens to run out of order . Those books are needed for the following :1. CCTV & security systems . 2. 3. 4. 5. 6. 7. 8. 9. Fire alarm system , detectors & accessories . Battery sets , battery charges , if any , & necessary accessories . Telephone system . EM - Generator . Sound system . All M.T. & Low tension switchboards . Security systems . All other specified equipment system.

B. Materials installed or work performed without acceptance shall be done at the risk of the contractor . It will be removed and re-installed to the Engineer's satisfaction on the contractor's own expense .

Guarantee , Final Acceptance & Certificates A. All work performed should be free from any defects . Any defective materials due to poor workman ship , or damage resutling from any of these two factors , will be repaired on the contractor's own expense and this will be during the guarantee period.

B. Guarantee period lasts for one whole year starting from the date of final acceptance of the work completion . C. 5% of the total contract value will be with held for one whole year starting from the date of final acceptance of work i.e. This 5% will be paid at the `end of guarantee period unless it contradicts with contract general conditions . D. Final acceptance will be the date of formal notice of work sent to the general contractor . E. The contractor should submit a certificate of compliance with all specifications & standard technical requirements of the work performed & assuring that all design criteria are achieved . This certificate should be submitted and approved before the final payment . F. Any work performed will not be given final acceptance before running a complete test to it under the standard test conditions set by the engineer to ensure the proper performance and functioning of all installations . 10. Design Criteria A. Materials used by the contractor should be adequate to the following design criteria: 1. 2. Building altitude above sea level . Climate conditions : a. b. Maximum outdoor temperature 50 C & maximum relative humidity 100 %. Maximum indoor temperature 40 C& maximum relative humidity 80 % .

B. Rupture capacity for M.T. Network is 500 MVA at 11 KV C. Fault current rating for LT bus-bars of main distribution boards for one second is as indicated on drawing. D. Maximum & minimum voltage on any feeder , circuit , sub-circuit....etc . is 380 / 220 2.5 % volt . E. Maximum & minimum phase imbalance for any mains , sub- main and secondary distribution boards & MCC at full load 12% KVA .

Engineer's Drawings A. The engineer's drawings issued with the specification indicate the required locations & positions of all electrical apparatus . The exact and final layout and positions of equipment and fitting etc. shall be adjusted to the prior approval of the engineer. B. The general layout as shown on the engineer's drawings shall be only used as a guideline defining the desired loading , circuiting , routing & switching arrangement . actual routing of all circuits , layout of equipment & mounting provisions etc . shall be as per the consturction / shop drawings to be submitted by the contractor approved by the engineer and in accordance with the typical details were shown on the engineer's drawings . C. Shown actual coordinated architectural , structural , plumbing , heating and ventilating details to avert possible installation conflicts . should major changes from the drawings be necessary to resolve such conflicts , secure the engineer's approval on necessary adjustments before any installation work is started . D. Discrepancies shown on different Drawings or between Drawings and specifications shall be brought to the attention of the Engineer for a decision .

Shop Drawings A. A list of manufacturers should be submitted for approval prior to the purchase of any single material or equipment . B. Catalogue information & factory assembling drawings , as required for a complete explanation and description of all fixtures , devices & items of equipment . 1. Documents will not be filled for acceptance unless : a. They comply with the number of copies to be submitted as stated in the requirements of the general conditions . b. They include complete information pertaining to appurtenances and accessories . c. They are submitted as package were they pertain to related items . d. They are properly marked with external connections identifications as related to the project were they consist of standard factory assembly or field installation drawings .

Working Drawings , Diagrams & schedules A. As the work proceeds , the contractor will prepare all necessary drawing , diagrams & schedules which may be required for the following purposes :

To illustrate in detail the arrangemnt of the various sections of the work , to identify and describe the various components . To enable the work to be properly integrated with the other trades , by furnishing needed information to them .

B. Five copies of those drawings & documents should be submitted whenever required by the engineer to enable other parties to make use of any information related to their work . C. All drawings , diagrams & schedules called for in this clause should be submitted to the engineer for examination and approval before work starts . consequently , Five copies of each are to be submitted by the contractor to the engineer for distribution purposes . D. Wiring & connection diagrams are to be provided for all electrical equipment and/or systems which form part of the contract works . E. Physical drawings which show the location and position of pull boxes , junction boxes , conduits cable routs for power , communication instrumentation, control cables & any installation details of distribution equipment , switchgear arrangements ... etc . F. Such wiring & connection diagrams shall be fully comprehensive and shall coordinate the manufacturers data in respect to the individual items of equipment . G. Contractor to submitt detail drawing for all electrical rooms, clossets & similar space to scale 1:20 this drawings should illustrate actual dimensions for equipments. 14. Record Drawings A. As soon as possible after the date of completion of work and in any case within one month there-after , contractor will prepare & supply to the engineer the record drawings of the entire work as installed . This will have to include all of the following : 1 .General arrangement of all services to a scale of not less than 1:50. 2 .Detailed layouts of plant rooms & similar space to a scale of not less than 1 :20. 3 .Schedules of all equipment as deemed necessary by the engineer. B. Contractor is to keep on site an up to date record of the exact location of all apparatus , all pipe & conduit runs , cables ... etc & all burried work . He is to hand to the engineer a set of linen negative record drawings & two set of dyeline prints C. The foregoing sets of drawings & schedules and details shall be specially prepared for record purposes & be approved by the engineer .

Work included A. The contractor shall provide all supervision , material , labour and equipment required to furnish , deliver & install all electrical material and related work , all as required to complete work in accordance with the drawings and specifiation including but not limited to , the following : 1. 2. 3. 4. 5. 6. Feeders , sub-feeders, branch circuiting for light , power and control wiring , including connections to all distributions boards, panel boards , transformers outlets motor contorllers , motors , heaters , appliances and other electric power consuming equipment included in these specifications or indicated on the accompanying drawings . Light fixtures . Signs for interior and exterior . All electrical work required for plumbing & mechanical equipment . CCTV &security system . Earthing system . Telephone systems & telex outlets . Fire alarm system . Sleeves & inserts in walls . Plaster rings frames . Inserts in deck or slab . Presentation of shop & record drawing & operating instruction. Sound system . Emergency diesel generatting set . Outlets for light fixtures supplied by others. Empty PVC conduits for incoming PTT lines . Any others mentioned in drawings or bill of quantities .

Work excluded A. In conjunction with the electric motor driven & other electrically connected equipment which occur in mechanical systems , the following will be excluded from the electrical work : 1. 2. 3. 4. Furnishing of motors . Furnishing of motor starters . Furnishing of motor controls actuating & actuated devices unless mentioned otherwise in the specification and / or drawings . Installing motor control devices such as pressurestats , aquastats , solenoid valves & damper or valve operators which require connections to mechanical systems .

Installaing of motor control devices such as float switches , firestats , limit switches .... etc . whose placement in relation to mechanical equipment is critical .

Protective painting A. B. Deliver all equipment with prime coat , or prime and finish coat as specified . clean up all equipment before acceptance . Unless otherwise specified , finished painting will be done under another section .

Cleaning A. When directed by general contractor , remove from entire installation of work of this section all protecting materials , dirt , dust , smears , stains , paint spots and the like, so as to leave it in a clean condition . clean and remove all smudges , fingerprints ... etc . from lighting fixtures after installation .

Setting to work , commissioning and testing A. The contractor , having ensured that electricity and other necessary supplies are available , shall set to work the completed works or part thereof at the selection of the engineer and make all necessary adjustments to ensure correct functioning . B. After installation or part thereof has been set to work and adjusted the contractor shall demonstrate its operation at a time selected by and to the satisfaction of the engineer . C. Before an application for final approval of the work will be considered, all tests deemed necessary to show proper execution of work shall be performed and completed in the presents of the engineer and / or other parties who may have legal rights to evaluatee works according to spec.s . Scheduling of all testing procedures shall be arranged to suit the convenience of the engineer. D. Electrical work shall include the provision of assistance ( such as removal of panel board trims and junction and pull box covers ) deemed necessary by the engineer to demonstrate compliance with the requirments of the drawings and specifications E. The test will demonstrate : 1. 2. 3. 4. That equipment provieded complies with the specifications in all particulars and is of adequate capacity for its full rates of duty . That all items of plant & equipment operate sufficiently enough to meet the specified requirements That all instrument , protective devices ... etc . are correctly calibrated and accurate . That all electrical circuits are properly fused and protected , conduit systems are electrically bonded to earth .

Installation will be tested for earthing and short circuits . If tests indicate inadequate insulation resistance , correction will be made in accordance with the engineers directions . Loop impedence test . Phase imbalance for distribution of loads on each switchboard shall be within 12 % KVA . Insulation tests for all feeders & wires . Continuity tests for all feeders & wires .

F. Details and method of carrying out the recording of tests will be arranged with the engineer . Representive of the employer & of the engineer will be free to present at & to participate in the tests . However , this does not relief the contractor from responsibility in carrying out the tests satisfactorily . G. The contractor is to make all the necessary records during the tests and on completion thereof shall provide the engineer with a test report both in triplicate . H. The contractor will provide all test instrument together with skilled supervision and adequate labour for carrying out the tests .

I. If the test fail to demonstrate the satisfactory nature of the installation or portion thereof , then the engineer shall decide whether such failure is due to incorrect or inadequate or defective materials . In such a case the contractor will carry out any required alterations or replacements on his own expense and to the engineers satisfaction . The engineer has the right to call or a further test after the completion of any alterations . His decision regarding what constitutes a satisfactory test will be final . J. The foregiong general requirements as to testing will be read in conjunction with any particular requirements specified elsewhere .

K. Work to be concealed or burried will be inspected and tested in the presence of the engineer and the contractor before any permanent covering is applied. The contractor is to give a due notes in writing to the engineer notifying him that concealed or burried work is ready for inspection . The engineer will , without any irresponsible delay carry out his inspection and / or witness the test unless he acknowledges the contractor theoretically from time to time that he considers such inspection unnecessary . However , in the manner described in the specification . L. In the event of work being concealed or burried prior to inspection and testing to the responsible satisfaction of the engineer , then the engineer will be empowered have the work revealed & tested . All costs with connection with this requirment will be endured by the contractor in the event that the tests are unsatisfactory . M. It is the contractors responsibility to ensure that all components of the system, including controls , are operating satisfactorily , therefor any of the work shall be considered completed . N. Any defects or defficiencies discovered in any of the electrical work will be corrected on the contractors own expense. 20. Equipment Mounting Heights A. Heights of wall mounted outlets & equipments shall be in accordancewith the following unless otherwise noted . (dimensions are above finished unless otherwise noted ) . 1. Socket cord outlets , telephone outlets ... etc . in walls , partitions or columns is 30 cm , to center line . 2. Ditto as above but in mechanical spaces electric switchboard rooms is 150 cm , to center line . 3. Switch outlet in walls , partitions or columns is 90 cm , to center line . 4. Where applicable one set of operating and manitenance instruction will be neatly framed behind glass and hug adjust to the equipment concerned . 22. Maintenance & Repair A. Contractor is responsible for preventive maintenance for the gurantee period . He has to send his engineer and technicians one per month to do it . He has to establish books for registering the maintenance & has to get the signture of the authorized person .

Contractor is responsible for repair of faults during the gurantee period . He has to detect the faults & to start on undertaking active steps towards remedy . If the defect is due to bad materials used , bad manufacture or the like, he has to replace it with new ones without any charge from the owner . If the fault cause is due to incorrect operation , he has to replace it with new ones & has the right to charge the owner after the consultants engineer approval .

C. Faults & defects should be repaired within 24 hrs or the owner will be entitled to take the necessary steps towards remedy & charge the contractor with the repair cost ( to be excluded from guarantee ) . D. A minimum team of two highly skilled technicians and one competent engineer trained for installation and maintenance of the system listed here-in shall be present and responsible for maintenance , at the expense of the contractor during the guarantee period . He will train the technical staff for the maintenance of these systems during the above guarantee period Schedule and charts for training should be reviewed and approved by the engineer .
