How to clean hand-made item without ruining?

My mom gave me the Christmas tree skirt that my Grandma had made by hand decades ago. The skirt is made from velvet and felt and has sequins and beads sewn on. My mom had stored it in her crawlspace, which meant that shrews had urinated on it.

I had tried years ago to use Dryel. This didn't really do anything but make some of the felt colors bleed in places.

Is colored felt something that simply cannot be cleaned? It seems that anything using water will cause bleeding. I've never had anything professionally dry-cleaned. I'm thinking that I shouldn't try to do anything more to it, but that also means never being able to use it because it has shrew urine on some places. (And having two cats, that just won't fly.)

I have a LG Steam Washer, but don't think that it will help in this situation. Opinions? Tips?
