Built at a cost of $79.4 million ($724million in today's dollars) the ship is the largest ocean liner constructed entirely in the U.S. and the fastest ocean liner to cross the Atlantic in either direction. Even in her retirement, she retains the Blue Riband, the accolade given to the passenger liner crossing the Atlantic Ocean in regular service with the highest speed.
Her construction was subsidized by the U.S. government, since she was designed to allow conversion to a troopship should the need arise.United States operated uninterrupted in transatlantic passenger service until 1969. Since 1996 she has been docked at Pier 82 on the Delaware River in Philadelphia.
Design and construction
Inspired by the exemplary service of the British liners RMSQueen Mary and Queen Elizabeth, which transported hundreds of thousands of U.S. troops to Europe during World War II, the U.S. government sponsored the construction of a large and fast merchant vessel that would be capable of transporting large numbers of soldiers. Designed by renowned American naval architect and marine engineer William Francis Gibbs (1886–1967), the liner's construction was a joint effort between the United States Navy and United States Lines. The U.S. government underwrote $50 million of the $78 million construction cost, with the ship's operators, United States Lines, contributing the remaining $28 million. In exchange, the ship was designed to be easily converted in times of war to a troopship with a capacity of 15,000 troops, or to a hospital ship .
The Third Fleet is one of six numbered fleets in the United States Navy. Third Fleet's area of responsibility includes approximately fifty million square miles of the eastern and northern Pacific ocean areas including the Bering Sea, Alaska, the Aleutian Islands and a sector of the Arctic. Major oil and trade sea lines of communication within this area are critically important to the economic health of the United States and friendly nations throughout the Pacific Rim region.
First established in 1943, the Third Fleet conducted extensive operations against Japanese forces in the Central Pacific during World War II. Deactivated in 1945, the fleet remained inactive until 1973, when it was reactivated and assumed its current responsibilities.
History
World War Two
The Third Fleet was originally formed during World War II on 15 March 1943 under the command of Admiral William F. Halsey. Its on-shore headquarters in Pearl Harbor, Hawaii was established on 15 June 1944. The ships of the Third Fleet also formed the basis of the Fifth Fleet, formed on 26 April 1944, which was the designation of the "Big Blue Fleet" when under the command of Admiral Raymond A. Spruance. Spruance and Halsey alternated command of the fleet for major operations, allowing the other admiral and his staff time to plan for subsequent operations. A secondary benefit was confusing the Japanese into thinking that there were actually two separate fleets as the fleet designation flipped back and forth.
The Third Fleet was a reserveformation of the Royal Navy that briefly existed before the First World War. Formed on 1 May 1912 from the 4th Division of the Home Fleet, its elderly ships were ordinarily only manned by a small maintenance crew during peacetime, but were intended to be manned by naval reservists when mobilised. It was conducting a test mobilisation in July 1914 as tensions increased between Great Britain and Imperial Germany and was only partially demobilised before full mobilisation was ordered on 2 August. At this time it consisted of the 7th and 8th Battle Squadrons of pre-dreadnought battleships and five squadrons of cruisers.

The Third Fleet comprised 11 ships that set sail from the United Kingdom in February, March and April 1791, bound for the Sydney penal settlement, with more than 2,000 convicts aboard. The passengers comprised convicts, military personnel and notable people sent to fill high positions in the colony. More important for the fledgling colony was that the ships also carried provisions.
The first ship to arrive in Sydney was the Mary Ann with its cargo of female convicts and provisions on 9 July 1791. Mary Ann had sailed on her own to Sydney Cove, and there is some argument about whether she was the last ship of the Second Fleet, or the first ship of the Third Fleet, or simply sailing independently, as was HMS Gorgon. The vessels that unambiguously belong to the third fleet all left together.
The ships that make up each fleet, however, are decided from the viewpoint of the settlers in Sydney Cove. For them, the second set of ships arrived in 1790 (June), and the third set of ships arrived in 1791 (July–October). The Mary Ann was a 1791 arrival.

The U.S. 3rd Fleet is expanding its operational role in the Indo-Pacific as the dynamics in the region are growing more complex, the new fleet commander told.
Boyle, who took the helm of 3rd Fleet in June after serving as the maritime operations director for U.S. Pacific Fleet, said his command could act as a maneuver arm of PACFLEET or operate forward when U.S. 7th Fleet is tied up with other tasking.
While the biennial Rim of the Pacific exercise gives the U.S. and partner nations the chance to drill together, Boyle argued the infrastructure must remain in place so nations are prepared to respond to events and conflicts in the region. Colossal Battleships Smashed by Tiny American Fleet - Epic Last Stand

The 3rd Fleet commander, who also leads RIMPAC, pointed to the Combined Maritime Forces operating in U.S. 5th Fleet as an example of what PACFLEET could do in the region with a similar organization.
Canadian Rear Adm. Christopher Robinson, the deputy commander of RIMPAC 2022, he thinks ad-hoc naval task forces coming together for drills and operations will happen more often.
Boyle pointed to drills in the Philippine Sea last October, when the Ronald Reagan Carrier Strike Group, the Carl Vinson CSG, the Queen Elizabeth CSG, and Japan’s helicopter destroyer JS Ise (DDH-182) exercised together, as an example of those ad-hoc task groups.
