Unemployment benefits (depending on the jurisdiction also called unemployment insurance or unemployment compensation) are social welfare payments made by the state or other authorized bodies to unemployed people. Benefits may be based on a compulsory para-governmental insurance system. Depending on the jurisdiction and the status of the person, those sums may be small, covering only basic needs, or may compensate the lost time proportionally to the previous earned salary.
Unemployment benefits are generally given only to those registering as unemployed, and often on conditions ensuring that they seek work and do not currently have a job.
In some countries, a significant proportion of unemployment benefits are distributed by trade/labour unions, an arrangement known as the Ghent system.
History
The first unemployment benefit scheme was introduced in the United Kingdom with the National Insurance Act 1911 under the Liberal Party government of H. H. Asquith. The popular measures were to combat the increasing influence of the Labour Party among the country's working-class population. The Act gave the British working classes a contributory system of insurance against illness and unemployment. It only applied to wage earners, however, and their families and the unwaged had to rely on other sources of support, if any. Key figures in the implementation of the Act included Robert Laurie Morant, and William Braithwaite.
Unemployment insurance(雇用保険,koyou hoken), also known as 失業保険(shitsugyou hoken) is the "user pays" system of unemployment benefits that operate in Japan. It is paired with Workers' Accident Compensation Insurance(労働者災害補償保険,rousai hoken) and referred to collectively as Labor insurance(労働保険,roudou hoken). It is managed by Hello Work.
System
Japanese unemployment insurance is closer to the US or Canadian "user pays" system than the taxpayer funded systems in place in countries such as the United Kingdom, New Zealand, or Australia. It is paid for by contributions by both the employer and employee.
Requirements
Workers enrolling in unemployment insurance must be working at least 20 hours per week, and to expect to be employed for at least 31 days. Employees who are dispatched to Japan from overseas and who already have coverage in a similar scheme are not required to enroll in Japanese unemployment insurance.
Procedures
On leaving a job, employees are supposed to be given a "Rishoku-hyo" document showing their ID number (the same number is supposed to be used by later employers), employment periods, and pay (which contributions are linked to). The reason for leaving is also documented separately.

In some states, more than two thirds of jobless people typically collect unemployment benefits. But in others, like Florida, fewer than one in 10 unemployed people get those benefits.
That massive difference has often been blamed on technology; Florida’s unemployment system is notoriously difficult to use. But technology doesn’t build itself. The real explanation requires a look at the ideology of the people who did.

If, however, unemployed individuals are provided with some funds, the overall economy is not harmed as much as it would otherwise be. In ordinary times, when unemployment rates are not very high, unemployment payments are capped at 26 weeks per recipient in most states. However, in times of high unemployment, this can be (and usually is) extended. In the 2007–2009 recession, some states with very high unemployment rates were allowed to extend unemployment benefits to as long as 99 weeks—nearly 2 years!
How does an individual become eligible for UI? They have to be terminated from employment—either through downsizing, layoff, or other processes—and in most cases must have worked in four of the last five quarters and met minimum income guidelines in each of those quarters.
What does the individual receive in the way of UI benefits? Generally the weekly benefit is about 60% of what the person was making when they were employed, but this also varies some by state, and there is a cap on the amount that will be paid out in unemployment benefits. So if the individual was highly paid, in some states they may only receive 25% (or even less) of their prior weekly pay because of the cap.

Unemployment Insurance (UI) provides workers who lose their jobs with continuing subsistence payments from their state for a specified period of time. It is a federally mandated program but is managed and administered separately by each of the states. UI originated under the Social Security Act of 1935 and is applied as a tax on the employers. Only Alaska, New Jersey, and Pennsylvania levy UI taxes on workers.
It is there to allow people to continue to have at least some purchasing power even when they are unemployed. If UI was not available, when the country experienced a recession, many individuals and families would stop spending as much as they possibly could. This could cause the recession to deepen even more and make it more difficult for the economy to recover, because consumer spending is the largest input into the national economy.
If, however, unemployed individuals are provided with some funds, the overall economy is not harmed as much as it would otherwise be. In ordinary times, when unemployment rates are not very high, unemployment payments are capped at 26 weeks per recipient in most states. However, in times of high unemployment, this can be (and usually is) extended. In the 2007–2009 recession, some states with very high unemployment rates were allowed to extend unemployment benefits to as long as 99 weeks—nearly 2 years!
How does an individual become eligible for UI? They have to be terminated from employment—either through downsizing, layoff, or other processes—and in most cases must have worked in four of the last five quarters and met minimum income guidelines in each of those quarters.
What does the individual receive in the way of UI benefits? Generally the weekly benefit is about 60% of what the person was making when they were employed, but this also varies some by state, and there is a cap on the amount that will be paid out in unemployment benefits. So if the individual was highly paid, in some states they may only receive 25% (or even less) of their prior weekly pay because of the cap.

Unemployment benefits (depending on the jurisdiction also called unemployment insurance or unemployment compensation) are social welfare payments made by the state or other authorized bodies to unemployed people. Benefits may be based on a compulsory para-governmental insurance system. Depending on the jurisdiction and the status of the person, those sums may be small, covering only basic needs, or may compensate the lost time proportionally to the previous earned salary.
Unemployment benefits are generally given only to those registering as unemployed, and often on conditions ensuring that they seek work and do not currently have a job.
In some countries, a significant proportion of unemployment benefits are distributed by trade/labour unions, an arrangement known as the Ghent system.
History
The first unemployment benefit scheme was introduced in the United Kingdom with the National Insurance Act 1911 under the Liberal Party government of H. H. Asquith. The popular measures were to combat the increasing influence of the Labour Party among the country's working-class population. The Act gave the British working classes a contributory system of insurance against illness and unemployment. It only applied to wage earners, however, and their families and the unwaged had to rely on other sources of support, if any. Key figures in the implementation of the Act included Robert Laurie Morant, and William Braithwaite.
