States are the primary subdivisions of the United States, and possess a number of powers and rights under the United States Constitution, such as regulating intrastate commerce, running elections, creating local governments, and ratifying constitutional amendments. Each state has its own constitution, grounded in republican principles, and government, consisting of three branches: executive, legislative, and judicial. All states and their residents are represented in the federal Congress, a bicameral legislature consisting of the Senate and the House of Representatives. Each state is represented by two Senators, while Representatives are distributed among the states in proportion to the most recent constitutionally mandated decennial census. Additionally, each state is entitled to select a number of electors to vote in the Electoral College, the body that elects the President of the United States, equal to the total of Representatives and Senators in Congress from that state.Article IV, Section 3, Clause 1 of the Constitution grants to Congress the authority to admit new states into the Union. Since the establishment of the United States in 1776, the number of states has expanded from the original 13 to 50. Each new state has been admitted on an equal footing with the existing states.
The legal recognition of marriage is regulated by individual states, each of which sets an "age of majority" at which individuals are free to enter into marriage solely on their own consent, as well as in what ages minors are able to marry with parental and/or judicial consent. Marriage laws have changed considerably during United States history, including the removal of bans on interracial marriage and same-sex marriage. In 2009, there were 2,077,000 marriages, according to the Census bureau. The median age for the first marriage has increased in recent years. The median age in the early 1970s was 21 for women and 23 for men, and it rose to 26 for women and 28 for men by 2009.
Marriages vary considerably in terms of religion, socioeconomic status, age, commitment, and so forth. Reasons for marrying may include a desire to have children, love, or economic security. Marriage has been a means in some instances to acquire citizenship by getting a green card; the Immigration Marriage Fraud Amendments of 1986 established laws to punish such instances. In 2003, 184,741 immigrants were admitted as spouses of United States citizens.
In the late 20th century, religious rites of marriage without legal recognition became increasingly common. The first law providing for marriage of people of the same sex in modern times was enacted in 2001 in the Netherlands. As of 16 November 2015, fourteen countries (Argentina, Belgium, Brazil, Canada, France, Iceland, Ireland, Luxembourg, Norway, Portugal, South Africa, Spain, Sweden and Uruguay) and certain sub-jurisdictions (parts of Denmark,Mexico, the Netherlands,New Zealand, the United Kingdom and the United States) allow same-sex couples to marry. A similar law in Finland is not yet in force. Polls show rising support for legally recognizing same-sex marriage in the Americas, Australia and most of Europe.
However, as of 2015 South Africa is the only African country where same-sex marriage is recognized, and although no country in Asia has officially recognized same-sex marriage, the Supreme Court of Israel ruled that Israel accepts same-sex marriages performed overseas.
Same-sex marriage has been legally recognized in Connecticut since November 12, 2008, following a state court decision that found the state's civil unions failed to provide same-sex couples with rights and privileges equivalent to those of marriage. Connecticut was the third state to do so after Massachusetts and California.

On January 31, 2007, State Senator Andrew J. McDonald and State Representative Michael Lawlor, Co-Chairpersons of the Judiciary Committee, announced the introduction of a bill that would give same-sex couples full marriage rights in the state of Connecticut. The bill, HB 7395, passed the Judiciary Committee by a vote of 27–15 on April 12, 2007. At the time, Connecticut became the third state, after Massachusetts and California, to have a legislative body vote in favor of same-sex marriage. Opponents of same-sex marriage said they wanted a non-binding public referendum on the issue, however no legislator introduced legislation for such a referendum. When it was offered in committee as an amendment, it was defeated by a bipartisan vote.
