The office is headed by the High Commissioner for Human Rights, who co-ordinates human rights activities throughout the UN System and supervises the Human Rights Council in Geneva, Switzerland. As of 1 September 2014, the current High Commissioner is Prince Zeid bin Ra'ad. The General Assembly approved on 16 June 2014 his appointment by the United Nations Secretary-General. He is the seventh individual to lead the OHCHR and the first Asian, Muslim, Arab and Prince to do so.
In 2012-2013, the agency had a budget of US$177.3 million and 1,000 employees based in Geneva. It is an ex-officio member of the Committee of the United Nations Development Group.
The Commissioner for Human Rights is an independent and impartial non-judicial institution established in 1999 by the Strasbourg-based Council of Europe, to promote awareness of and respect for human rights in the 47 member states. The activities of this institution focus on three major, closely related areas:
country visits and dialogue with national authorities and civil society;
thematic studies and advice on systematic human rights work;
Elected by the Parliamentary Assembly of the Council of Europe, the Commissioner seeks to engage in permanent dialogue with member states, continually raising awareness about human rights issues, and promoting the development of national human rights structures. The Commissioner conducts visits to each member state for an evaluation of the human rights situation, and issues reports, opinions and recommendations to governments.
Human rights are moral principles or norms, that describe certain standards of human behavior, and are regularly protected as legal rights in municipal and international law. They are commonly understood as inalienable fundamental rights "to which a person is inherently entitled simply because she or he is a human being," and which are "inherent in all human beings" regardless of their nation, location, language, religion, ethnic origin or any other status. They are applicable everywhere and at every time in the sense of being universal, and they are egalitarian in the sense of being the same for everyone. They require empathy and the rule of law and impose an obligation on persons to respect the human rights of others. They should not be taken away except as a result of due process based on specific circumstances; for example, human rights may include freedom from unlawful imprisonment, torture, and execution.
The situation of human rights in East Asia varies between the region's countries, which differ in history and political orientation, as well as between contexts within each country.

The UDHR at 75: A Conversation with UN High Commissioner for Human Rights Volker Türk
This year marks seventy-five years since the Universal Declaration of Human Rights was adopted. This iconic document was born out of the ashes of the Second World War to try to address many of the root causes of that conflict so that future conflicts could be prevented. It envisioned a world in which human beings can flourish free from fear or want and suggests that human rights, across the full spectrum of civil, cultural, economic, political and social rights, provide a blueprint both for preventing conflict and for promoting sustainable peace and development.
Please join the CSIS Human Rights Initiative for an armchair conversation with Volker Türk, United Nations High Commissioner for Human Rights, on the occasion of his first official visit to Washington in this role. Mr. Türk has d...

The conversation will be moderated by CSIS Human Rights Initiative Director Marti Flacks, and will include Mr. Turk’s reflections on the 75th anniversary of the Universal Declaration of Human Rights, the 5th anniversary of the United Nations/World Bank Group joint report Pathways for Peace: Inclusive Approaches to Preventing Violent Conflict, and the security benefits of investing in human rights. An audience Q&A will follow.
