The New York City Housing Authority (NYCHA) provides housing for low- and moderate-income residents throughout the five boroughs of New York City. NYCHA also administers a citywide Section 8 Leased Housing Program in rental apartments. Many of its facilities are known popularly as "projects," or "developments." These developments are patrolled by the NYPD Housing Bureau.
The New York City Housing Authority's mission is to increase opportunities for low- and moderate-income New Yorkers by providing safe, affordable housing and facilitating access to social and community services. More than 400,000 New Yorkers reside in NYCHA's 328 public housing developments across the City’s five boroughs. Some residents at St. Mary's Park Houses say they're now installing their own motion detection cameras outside their doors to know what they're getting into before stepping into the hallway.
In one case over the past few weeks, they captured a man taking someone else's food delivery, eating it in the hallway and then lighting up a cigarette. In another, they captured video of what appears to be two homeless people arguing with a cleaning woman. They were angry she woke them up as they were sleeping in the stairwell.

During an appearance on “Mornings On 1,” NYCHA Interim CEO Lisa Bova-Hiatt said the agency is “moving in the right direction” and “substantial changes” are being made, but there are many hurdles to overcome.
She also explained that Authority has a lower vacancy rate than the entirety of New York City.
“When you look at our vacancy rate overall, compared to other public housing authorities, and compared to the city, other landlords, were actually doing a good job,” she said.
