In 1971, the Defense Communications Agency, now the Defense Information Systems Agency, was given control of the Minimum Essential Equipment Communications Network. During the Cold War, the world teetered on the brink of mutually assured destruction from the global nuclear threat. Both the United States and Soviet Union stockpiled nuclear weapons around the world, and we recognized a need to establish a minimum communications network for the executive branch to reach our forces in the event of a nuclear attack. DCA managed the MEECN, which included ground, satellite and shipboard systems to provide the minimum essential communications required to defend ourselves and our allies.
