Pipelines hacked by China. Russia breaking into the grid. Iran launching a cyberattack on a children’s hospital. All things that happened in recent years. America’s critical infrastructure is in our adversaries’ crosshairs.
Everyday life requires a lot to go right. Power plants have to get electricity into your home. Treatment facilities have to keep your water safe. The technology in your local hospitals has to work.
But in a digital world, that technology is vulnerable. In 2021, hackers shut down the Colonial Pipeline — which supplies half of the gasoline to the Eastern U.S. — by stealing one password. Around the same time, an incident at a Florida water treatment facility nearly led to toxic amounts of lye being released into the water supply.
And there are low-tech threats as well. ...

Generally, we only think of the infrastructure – like the power grid – that’s critical to our society when it isn’t working as it should. But attackers are thinking about it all the time. Our electricity production and distribution, water treatment systems, factories that produce life-saving pharmaceuticals, and so many other critical pieces of our infrastructure depend on networked systems that are vulnerable to hacking. The increase in attacks targeting critical infrastructure—from the Colonial Pipeline in the United States to University Hospitals in Germany—underscore the urgent need to address systemic cybersecurity risks. Although the threat is the same, the United States and the European Union have taken different approaches to solving this problem.
CSIS invites you to join a discussion on the American and European perspectives on cybersecurity and critical infrastructure. Izabela Albrycht, Chair of the CYBERSEC Program Committee, will provide introductory remarks. She will be followed by a panel discussion between John Costello, Chief of Staff, Office of the National Cyber Director, Robert Kośla, Director of the Cybersecurity Department at the Chancellery of the Prime Minster of Poland, and Sebastian Burgemejster, Managing Partner at BW Advisory.

Generally, we only think of the infrastructure – like the power grid – that’s critical to our society when it isn’t working as it should. But attackers are thinking about it all the time. Our electricity production and distribution, water treatment systems, factories that produce life-saving pharmaceuticals, and so many other critical pieces of our infrastructure depend on networked systems that are vulnerable to hacking. Luckily, people like Rob are also thinking about it, and working to defend it around the clock.
Speaker Bio
Robert M. Lee is the CEO and Founder of the industrial (ICS/OT) cyber security company Dragos, Inc. He is considered a pioneer in the ICS threat intelligence and incident response community. For his research and focus areas, Robert was awarded EnergySec’s 2015 Cyber Security Professional of the Year and inducted into Forbes’ 30 under 30 for Enterprise Technology (2016). He serves currently on the Department of Energy’s Electricity Advisory Committee, on the World Economic Forum’s subcommittees on Cyber Resilience for the Oil and Gas and Electricity communities, and has testified to the U.S. Senate Energy and Natural Resources Committee to advise on policy issues with relation to ICS cyber threats.
