Limerick City Council (Irish:Comhairle Cathrach Luimnigh) was the authority responsible for local government in the city of Limerick in Ireland. The council had 17 elected members. The head of the council had the title of Mayor. Limerick City Council was the smallest local council in Ireland by area (20.35km²) and 30th (out of 34 authorities) in terms of population. It was abolished in 2014 when the Local Government Reform Act 2014 was implemented. It was succeeded by Limerick City and County Council.
History
The Council was formerly known as Limerick Corporation after the City of Limerick received its Charter of Incorporation from King John I of England in 1197. The first Mayor of Limerick was Adam Sarvant. Between 1197 and 1651, Limerick City Council was dominated by English settlers.
The period between 1651 and 1656 was a break in the existence of Limerick Corporation. This came about by the surrender of the Old English settlers to Cromwellian forces in 1651. During this time, the city was administered by a Military Governor. In 1656, the Corporation was restored, but under Protestant rule. Catholics who had previously run the corporation were excluded from taking part in local government. There was a brief Catholic restoration of power in 1687 when Lord Tyrconnal, appointed by James II of England, deposed the Protestant Mayor and his sheriffs and replaced them with a Catholic Mayor, one Catholic and one Protestant sheriff. Limerick Corporation would remain in Catholic control until the Treaty of Limerick in October 1691.
Because of the differences in legislation between the States, the exact definition of a City Council varies. However, it is generally only those local government areas which have been specifically granted city status (usually on a basis of population) that are entitled to refer to themselves as cities. The official title is "Corporation of the City of ------" or similar.
Some of the larger urban areas of Australia are governed mostly by a single entity (see Brisbane and other Queensland cities), while others maybe controlled by a multitude of much smaller city councils. Also some significant urban areas can be under the jurisdiction of otherwise rural local governments. Periodic re-alignments of boundaries attempt to rationalize these situations and adjust the deployment of assets and resources.
Local councils in New Zealand do vary in structure, but are overseen by the government department Local Government New Zealand. For many decades until the local government reforms of 1989, a borough with more than 20,000 people could be proclaimed a city. The boundaries of councils tended to follow the edge of the built-up area, so little distinction was made between the urban area and the local government area.
In France, a municipal council (French: conseil municipal) is an elected body of the commune responsible for "executing, in its deliberations, the business of the town" (translated).
The council must meet at least once a quarter, or at a request from at least one third of its members, but usually meets once a month. The council manages the smallest French territorial community with legal and financial autonomy, the commune.
Composition
The number of seats in the municipal council depends on the number of inhabitants. This number is set by law: 7 seats for municipalities with less than 100 inhabitants to 69 seats for those with more than 300,000 inhabitants.
The number of councilors depends on the size of the city. The decree of 27 January 1977 gives that number based on segments of the population of the municipality of 9 members for smaller municipalities up to 49 more cities 300,000 inhabitants.
There are 102,161 people living in the Limerick City Metropolitan District. On 1 June 2014 following the merger of Limerick City and County Council a new Metropolitan District of Limerick was formed within the united council which extended the city area. The Metropolitan District includes the city urban area and extends outwards towards Patrickswell in the west and Castleconnell in the east. The City Metropolitan Area however excludes city suburbs located within County Clare. When included this increases the overall city and metropolitan area by a further 5,000 with a combined total population of 107,161.
Limerick is one of the constituent cities of the Cork–Limerick–Galway corridor which has a population of 1 million people. It is located at a strategic position on the River Shannon with four main crossing points near the city centre. To the south of the city is the Golden Vale, an area of rich pastureland. Historically, much of the city's industry was based on this rich agricultural hinterland and it is particularly noted for Limerick Ham.
Limerick City was a United Kingdom Parliament constituency, in Ireland. It returned one MP 1801–1832, two MPs 1832–1885 and one thereafter. It was an original constituency represented in Parliament when the Union of Great Britain and Ireland took effect on 1 January 1801. It ceased to be represented in the United Kingdom Parliament in 1922.
a Re-elected in 1835 and 1837 as a candidate of a Liberal/Repealer pact.
b Resigned.
c Elected as a Liberal pledged to form an independent opposition in Parliament. He joined the Independent Irish Party when it was formed after the 1852 election.
